A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, RECITING THE FACTS OF THE SPECIAL
MUNICIPAL ELECTION HELD ON APRIL 28, 1998, DECLARING
THE RESULTS AND OTHER SUCH MATTERS AS PROVIDED BY LAW
isWHEREAS, a Special Municipal Election was held and conducted in the City of West
Covina, California, on Tuesday, April 28, 1998, as required by law; and
WHEREAS, notice of the election was given in time, form and manner as provided by
law; voting precincts were properly established; election officers were
appointed; and the election was held and conducted. Votes were cast,
received and canvassed and the returns made and declared in time, form
and manner as required by the provision of the Election Code of the
State of California for the holding of elections in general law cities; and
WHEREAS, the City Clerk canvassed the returns of the election and has certified the
results to the City Council, the results are received, attached and made a
part hereof as "EXHIBIT A."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES
RESOLVE AND DECLARE AS FOLLOWS:
Section 1. That the whole number of ballots cast in the City except absent voter ballots was
2342. That the whole number of absent voter ballots cast in the City was
1813 making a total of 4155 ballots cast in the City.
Section 2. That the measure voted upon at the election, entitled MEASURE C, was:
Shall the City of West Covina, in accordance with the Right to
Vote on Taxes Act (Proposition 218), replace assessments
previously collected on property tax bills, with a special tax of

All special tax revenues derived will be restricted to these

Any future increases will be limited by the annual Consumer
Price Index not to exceed 2%.
Section 3. That the number of votes given at each precinct and the number of votes given
in favor of and in opposition to the ballot measure are listed in EXHIBIT A
attached.
Section 4. That as a result of the election, a majority of the voters voting on MEASURE
C relative to replacing assessments previously collected on property tax bills,
with a special tax of $49.90 per Equivalent Dwelling Unit, voted in opposition
to the measure. State law required a 2/3 affirmative vote for passage.
Section 5. The City Clerk shall enter in the records of the City Council of the City a state-
ment of the election results showing (1) the whole number of ballots cast in the
City, (2) the measure voted upon, and (3) the number of votes given at each
precinct for and against the measure.

Section 6. The City Clerk shall certify to the passage and adoption of this resolution and
enter it into the book of original resolutions.
