A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING RESOLUTION NO. 7223, RELATING TO
COMPENSATION AND CLASSIFICATION OF.
POSITIONS AS AMENDED, AND FIXING COMPENSATION
AND BENEFITS FOR CLASSES REPRESENTED BY THE
WEST COVINA POLICE OFFICERS' ASSOCIATION.
WHEREAS, the City of West Covina has met and conferred with the West Covina Police
Officers' Association (hereinafter Police Association) on fifteen separate occasions to discuss
matters concerning salary, benefits, and terms and conditions of employment; and
WHEREAS, the City and Police Association have met their obligation to meet and confer in
good faith in an effort to reach agreement; and
WHEREAS, the City Council has considered such written and verbal submissions by the
parties as are pertinent to arriving at a course of action and have made a determination to implement
the City's one-year offer.
NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve as
follows:
SECTION 1. Salary. Effective June 28, 1991, the City shall provide a two percent (2%)
salary increase for employees in the classifications of Police Officer, Police Corporal, and Police
Sergeant.
SECTION 2. Retiree Medical. As soon as administratively practical, a fifty dollar ($50)
per month increase to offset retiree medical premiums, through the Public Employees' Retirement
System (PEAS) shall be implemented.
SECTION 3. Uniform Allowance. Effective as soon as administratively practical for
disbursement, an increase in uniform allowance of $50 shall be made.
SECTION 4. Military Buyback and Third Level Survivor Benefit As soon as
administratively practical, amend the City's contract with PERS to provide both Military Service
Buyback and the Third Level Survivor Benefit.

SECTION 5. Where provisions of the MOU are inconsistent with existing Personnel
Rules, the approved changes and current MOU provisions shall prevail. Other existing provisions
in the 1996/97 MOU shall continue for the period of Fiscal Year 1997/98.
' SECTION 6. Budget Allocation. The City Council does hereby appropriate an amount of
money sufficient to fund the salary and benefit changes provided by this Resolution.

SECTION T The remaining provisions of Resolution No. 7223, as amended, shall remain
in full force and effect until repealed by Resolution of the City Council.
SECTION 8. The City Clerk shall certify to the adoption of this Resolution.
