A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA INCLUDING ADDITIONAL AREAS
INTO THE EXISTING REDEVELOPMENT SURVEY AREA
WHEREAS, the City Council of the City of West Covina has previously identified and
designated certain areas of the City of West Covina as a redevelopment survey area by adopting
Resolution No. 9480 on August 19, 1997, and has added certain further areas to the
redevelopment survey area by adopting Resolution No. 2018 on January 20, 1998 (collectively,
the "Existing Survey Area"); and
WHEREAS, subsequent to designating the Existing Survey Area, the City Planning
Department has identified four other possible areas of the City to be included in.the
redevelopment survey area, which four areas are depicted on Exhibit "A", which is attached
hereto and incorporated by reference (the "Additional Survey Areas"); and
WHEREAS, at its meeting on February 10, 1998, the City Planning Commission has by
its adoption of Resolution No. 2-98-4499 recommended the inclusion of the Additional Survey
Areas into the redevelopment survey area, and
WHEREAS, the California Community Redevelopment Law provides that if directed by
the City Council, the Planning Commission shall select a project comprised of all or part of a
redevelopment survey area; and
WHEREAS, at its meeting on February 10, 1998, the City Planning Commission by its
adoption of Resolution No. 2-98-4499 has approved a preliminary plan for the redevelopment
survey area which includes the Additional Survey Areas; and
WHEREAS, the City Council wishes to include the Additional Survey Areas into the
redevelopment survey area; and
WHEREAS, the purpose of the City Council in designating the Additional Survey Areas
as part of the redevelopment survey area is to enable the City Council and the Redevelopment
Agency of the City Of West Covina (the "Agency") to proceed with studies to determine the
feasibility of potential redevelopment activities within the Additional Survey Areas; and
WHEREAS, it is hereby determined that consideration of a redevelopment project within
the Additional Survey Areas is in the best interests of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West
Covina as follows:
Section 1. The City Council hereby finds that the Additional Survey Areas require
study to determine if a redevelopment project or projects within said areas is feasible and hereby
designates the Additional Survey Areas, together with the Existing Survey Area (together, the
"Amended Survey Area"), as a redevelopment survey area within the meaning of Section 33310
of the California Health and Safety Code.
Section 2. This City Council hereby directs the Planning Commission of the City of
West Covina to select the boundaries for one or more redevelopment project areas from the
Amended Survey Area, and hereby approves the boundaries which were selected by the Planning
Commission by Resolution No. at its meeting on February 10, 1998.

Section 3. This City Council further directs the Planning Commission of the City of
West Covina, in cooperation with the Redevelopment Agency, to formulate a preliminary plan for
the redevelopment of such proposed redevelopment project area, and hereby approves the
preliminary plan which was approved by the Planning Commission by Resolution No. at its

Section 4. The designation of any territory as part of a redevelopment survey area
accomplished by action of the City Council pursuant to Resolution No. 7056 and Resolution No.
9840 shall remain in full force and effect.
Section 5. The City Clerk shall certify to the adoption of this Resolution.
