RESOLUTION NO. 9533
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING
RESOLUTION 7223, RELATING TO CLASSIFICATION
AND COMPENSATION OF POSITIONS, AS AMENDED,
AND APPROVING THE CLASSIFICATION OF
ENVIRONMENTAL MANAGEMENT DIRECTOR.
WHEREAS, due to the deletion of the Environmental Services Director position
major responsibilities were integrated with the Waste Management Enforcement Manager position;
and
WHEREAS, the redefinition of responsibilities of the Waste Management
Enforcement Manager has led to reorganization and assignment; and
WHEREAS, the redefinition of departmental responsibilities has led to the need to
specify a new classification title of Environmental Management Director; and
WHEREAS, the Personnel Commission has reviewed and recommended approval
of the proposed classification of Environmental Management Director;
follows:
NOW, THEREFORE, the City Council of the City of West Covina does resolve as
SECTION 1. That the classification specification for Environmental Management
Director, as shown as Exhibit "A", is hereby adopted.
SECTION 2. That Resolution No. 7223, as amended, relating to classification and
compensation of positions, is hereby further amended by this Resolution.
SECTION 3. That the effective date of this Resolution is February 3, 1998.
SECTION 4. That the City Clerk shall certify to the adoption of this Resolution.

ENVIRONMENTAL MANAGEMENT DIRECTOR
Job Summary
Administers waste management programs including oversight of
landfill monitoring and regulatory reporting, city waste
collection systems; recycling and disposal of hazardous waste;
and, air and water quality compliance.
Essential Functions
1. Manages the City's solid waste enforcement and disposal
programs.
2. Ensures that landfill or waste disposal facilities in the
City are operated and maintained in accordance with
applicable laws and regulations.
3_. Studies waste collection systems and determines programs
which best meet the needs of the community.
4. Administers gas and groundwater monitoring programs and
directs remedial action to correct evidence of contamination
or undesirable trends.
5. Reviews, revises and reports on the City's Source Reduction
Recycling Element and Household Hazardous Waste Element.
6. Participates as a member of various regional boards and
coordinates City waste enforcement activities with various
State and Federal agencies.
7. Monitors all legislation, rules and regulations relating to
landfill operations as well as waste enforcement and
collection.
8. Prepares and presents reports to the City Council, community
and regional groups, and enforcement agencies.
9. Provides administrative staff support for the Waste
Management and Environmental Quality Commission.
10. Supervises an assigned staff.
11. Prepares and presents the department budget.

QUALIFICATIONS
Required Knowledge s and Abilities
Knowledge of the physical, biological, and social sciences used
in environmental health and safety; landfill management
•principles including gas collection and groundwater monitoring
systems; waste disposal methods; federal and local laws
.pertaining to public health and safety; environmental research
and statistical methods; ability to communicate effectively both
orally and in writing.
Experience:
Four years experience in the management and supervision of solid
waste and/or environmental services including environmental
health issues in the area of landfill maintenance a d
n operations.
Education:
Bachelor's Degree in Physical Science, Environmental Health
Services or related field.
License:
Possession of a valid

iDirects waste management enforcement activities and performs
professional, supervisory and technical work in managing the
activities of landfill operations; including maintenance,
monitoring and regulatory reporting; and performs related work as
required. Serves as the Local Enforcement Agent for the
California Integrated Waste Management Board.
I. Implements and administers the City's solid waste
enforcement program.
2. Ensures that any landfill, materials recovery facility
and/or transfer station in the City is operated and
maintained in accordance with all laws and regulations.
3. Recommends and directs remedial action if groundwater wells
show evidence of contamination from landfill gas or contact
with refuse.
4. Directs landfill operators to submit applications for any
required permits through the appropriate regulatory agency.
5. Administers the landfill gas and groundwater monitoring
programs.
6. Reviews and .tracks all monitoring data submitted by staff
and takes appropriate action to correct undesirable trends.
7. Prepares the Waste Management Enforcement Agency budget and
controls appropriated funds to assure that expenditures are
in compliance with the budget.
8. Inspects various landfill, transfer station, and material
recovery facility development projects.
9. Monitors all legislation, rules, regulations and laws
affecting landfill operations and maintenance.
10. Reviews and evaluates employees' job performance and
recommends appropriate personnel action.
11. Prepares formal reports and correspondence.

Raperience: Three years recent experience as a Registered
Environmental Health Specialist in the area of landfill
maintenance and operations. Local Enforcement Agent experience
is desirable.
License: Possession of a valid certificate of registration as an
Environmental Health Specialist issued by the State of
California, Department of Health Services is required. Must
possess Class C California driver's license.

related activities for the City including commute management, air
and water quality compliance and graffiti removal.

administers waste disposal agreements.
2. Studies waste collection systems and determines programs
which best meet the needs of the community.
3. Reviews, revises, and reports on the City's mandated Source
Reduction Recycling Element.
4. Administers the Cityfs Household Hazardous Waste Element
including programs and projects that will meet State
mandated waste diversion goals.
5. Participates as a member of various regional boards dealing
with waste management and environmental issues.
6. Provides administrative staff support for the Waste
Management and Environmental Quality Commission.
7. Prepares and presents reports on a variety of waste
management issues; advises the City Manager -and City
Council.
S. Supervises an assigned staff of professional, technical and
clerical employees.
9. Provides information on waste management issues to community
groups and members of the public.
10. Administers the preparation of reports, information and data
relating to issues concerning annexations and spheres of
influence.

laws;, principles of public administration, management, budgeting,
and contract administration; ability to communicate effectively,
both orally and in writing, and maintain cooperative
relationships with the public and other governmental agencies.
Educatioh: A Bachelor's Degree in economics, urban planning,
geography, environmental services or related field.
MWerience: Five years experience.in the management and
supervision of solid waste and/or environmental services
including contract administration.
