A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA SETTING PRIORITIES
FOR FILING WRITTEN ARGUMENTS REGARDING A
CITY MEASURE AND DIRECTING THE CITY
ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS
WHEREAS, a Special Municipal Election is to be held in the City of West Covina on April 28,
1998, at which there will be submitted to the voters for the following proposition:
Shall the City of West Covina, in accordance with the Right to
Vote on Taxes Act (Proposition 218), replace assessments
previously collected on property tax bills, with a special tax of
$49.90 per Equivalent Dwelling Unit (Single Family Home)?
Yes
All special tax revenues derived will be restricted to these
services:
Park Maintenance
Street Landscape Maintenance
Graffiti Removal
Traffic Signal Maintenance
No
Any future increases will be limited by the annual Consumer
Price Index not to exceed 2%.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the City Council authorizes

(Councilmember In Favor/Against)
Michael Touhey
(Councilmember In Favor/)
members of that body, to file (a) written argument(s) regarding the City measure as specified
above in accordance with Article 4, Chapter 3, Division 9 of the Elections Code of the State of
California and to change the argument until and including the date fixed by the City Clerk after
which no arguments for or against the City measure may be submitted to the City Clerk. The
argument shall not exceed 300 words.
SECTION 2. That the City Council directs the City Clerk to transmit a copy of the measure to
the City Attorney who shall prepare an impartial analysis of the measure showing the effect of
the measure on the existing law and the operation of the measure. The impartial analysis shall be
filed by the date set by the City Clerk for the filing of arguments. The impartial analysis shall
not exceed 500 words.
SECTION 3. The City Clerk hereby sets 5:00 p.m. on February 6, 1998 as the deadline for
receiving arguments either in favor of or in opposition to the ballot measure and the impartial
analysis.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution.
