RESOLUTION NO. 9507 -A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION
NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF
POSITIONS, AS AMENDED, AND APPROVING THE CLASSIFICATIONS OF
COMMUNITY SERVICES DIRECTOR, RECREATION SERVICES MANAGER,
COMMUNITY SERVICES COORDINATOR, COMMUNITY SERVICES MANAGER
AND RECREATION SERVICES SUPERVISOR.

the Community Services Department; and
WHEREAS, the redefinition and implementation of the Community Services Department programs
and goals have led to reorganization and reassignment; and
WHEREAS, the redefinition of department objectives has led to the need to specify new
classification titles and, in some cases, new salary ranges for existing or new positions; and
WHEREAS, the Personnel Commission has reviewed and recommended approval of the proposed
classification specifications for Community Services Director, Community Services Manager, Community
Services Coordinator, Recreation Services Manager and Recreation Services Supervisor:
NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows:
SECTION 1. That the classification specifications for Community Services Director, Community
Services Manager, Community Services Coordinator, Recreation Services Manager and Recreation
Services Supervisor, as shown on Exhibits "A" through "E", are hereby adopted.
SECTION 2. That the reclassification of the position of Secretary Ito Clerk Typist and Human
Services Program Administrator to Community Services Administrator in the Community Services
Department is hereby adopted.
SECTION 3. That salary ranges be adopted as follows:
Community Services Manager (Mid -management) $3657-$4937 per month

SECTION 4. That Resolution No. 7223, as amended, relating to classification and compensation

COMMUNITY SERVICES DIRECTOR
Job Summary
Under general direction, administers a department responsible for
planning, organizing, and directing community recreation programs;
senior services, community social services, public transportation
programs, special community events, the Community Development Block
Grant Program, and park plans and programs.
Essential Functions
1. Administers community related programs, activities and events
through subordinate department staff.
2. Ensures that services and programs are provided according to
related laws, ordinances, rules and regulations.
3. Makes presentations to the City Council and public groups
regarding program proposals and changes; advises the City
Council, City personnel and the public on Human Services
issues.
4. Acts as Secretary to the Community Services and Senior
Citizens' Commissions; establishes agendas and provides
direction at monthly meetings.
5. Provides liaison to the Los Angeles County Transportation
Commission for Prop A funding.
6. Selects department employees; reviews and.evaluates
performance; executes necessary disciplinary action.
7. Represents the City and acts as a liaison in discussions and
planning of community projects with advisory groups, other
public agencies, professional organizations or community
groups.
8. Directs preparation of departmental budgets; makes budget
presentations and justifies submissions.

QUALIFICATIONS
Required Rnowledges and Abilities
Thorough knowledge of the principles, procedures and resources of
public, private, and inter -agency human services programs,
including funding sources, grant administration; knowledge of
public administration principles and practices; knowledge of laws
affecting community programs and services; ability to make public
presentations, prepare and present reports; direct staff, and
manage a wide range of departmental operations.
Education: A Bachelor's Degree with major coursework in public
administration, recreation administration, sociology or related
field..
Experience: Five years of progressively more responsible
experience in human services or a related field, two years of which
must have been at a supervisory or management level.

Job Summary
Under direction, plans, organizes, and directs a comprehensive,
year-round program of municipal recreation activities; assists in
coordinating recreation and does related work as required.
Essential Functions
1. Develops and implements a Cidy-wide program of activities
and services for children, youths, and adults.
2. Directs the provision of a wide variety of recreation,
cultural and special events through subordinate Recreation
Services Supervisors.
3. Meets with groups and individuals to discuss recreation
programs and facilities and needed improvements.
9. Oversees the functions of recruitment, selection, and
training of recreation staff.
S. Manages the planning and implementation of special events;
arranges for facilities, event participants, vendors,
insurance coverage and budgets to cover events.

reports for City Council/City Manager review and approval.

Required Knowledges

recreation programs and administration; working knowledge of
principles of management budgetary and supervisory techniques.
Experience: Four years of responsible experience in recreation
programming, planning and implementation including two years at a
supervisory level of responsibility. Governmental experience
desirable.

RECREATION SERVICES SUPERVISOR
Job Summary
Under general direction, plans, coordinates, directs and
evaluates several major phases of the City-wide recreation and
Community Service Programs; does related work as required.
Essential Functions
1. Plans, coordinates, directs and evaluates specialized
services of the recreation program such as sports, culture,
arts, or high visibility events.
2. Assists in the recruitment, selection, training, and
evaluation of part-time personnel within the Community
Services Department.
3. .Provides direct supervision of Recreation Service Leaders
and special activity instructors.
4. Acts as liaison to various private, non-profit, service,
school district, and community organizations.
5. Prepares routine and special reports; assists in managing
certain financial records such as billings and
expenditures; prepares Council and Commission reports and
evaluations.
6. Prepares public information for distribution, such as press
releases, departmental brochures, slide shows, and video
programs and promotes department activities.
7. Plans, organizes and directs city-wide events such as summer
concert series, Youth Appreciation Days and City festivals.
8. Formulates and manages revenue -generating activities such as
fee -and -charge classes, youth and adult sports, center
classes, special events, and building rentals.

14. Recruits, trains, supervises and evaluates department
volunteers.
QUALIFICATIONS
Required Knowledges
Thorough knowledge of numerical applications related to budgets
and record -keeping procedures, knowledge of the principles and
techniques of planning, directing, evaluating public recreation
activities; community organization and public relations;
recreation objectives and reasonable and practical programs to
achieve these objectives efficiently, and knowledge of community
service programs and resources.
Education: B.A. degree with major coursework in recreation,
human services, physical education, public administration or
related fields.
Experience: Two years of responsible experience in varied
organized recreation or community service programs, preferably
with a local governmental agency.
Additional experience at supervisory level may be substituted for
the required education on a year -for -year basis, up to a maximum
of two years of education.
License: Possession of or ability to obtain a valid Class "C"
California Driver's License.

Job Summary
Under administrative direction, administers a variety of programs
offered through the Community Services Department; participates
in City activities involving human services with a primary
emphasis upon social service programs for groups and individuals
and does related work as required.
Essential Functions
1. Responsible for the development of the annual application for
Community Development Block Grant Funds, with primary
responsibility for the consolidated Plan and grantee
performance report; managesadministration of both CDBG and
community transportation programs.
Plans, develops and implements programs and goals for
comprehensive human services programs to serve the needs of
City residents.
Supervises staff involved in the daily administration of
Senior Services and Social Service Program coordination.
4. Monitors the day-to-day implementation of transportation,
careship, youth assistance, grants, and community service
programs and authorizes eligibility for all programs.
Prepares the budget in CDBG programs and Proposition A and
Proposition C programs and monitors annual funding.
5. Reviews budget expenditures for conformance with budgeted
amounts and propriety of expenditure.
6. Reconciles program expenditures, budgets, and grant records,
authorizes and maintains records and works with federal and
state representatives to assure compliance with funding
guidelines.
Manages the development of programs designed to aid
individuals in the areas of social interaction, adjustment
and access to community resources.

8. Prepares financial and performance reports on various
Departmental programs.
9. Interacts with various public and private agencies in the

related reports.

QUALIFICATIONS
Recuired Rnowledces
Thorough knowledge of the Federal Housing and Community
Development Act, human service and social programming; improve
modern methods of financing, budgeting, rehabilitation,
leveraging, bonding techniques, and local financing.
Experience: Four years of progressively responsible experience
in public administration, community development, or human
services programming. Governmental experience desirable.
Education: Graduation from an accredited college or university
with major course work in planning, business administration,
public administration, or closely related fields.

COMMUNITY SERVICES COORDINATOR
Job Summary
Under general supervision, coordinates the City's Careship
Program and Youth Assistance Program; performs a variety of
activities pertaining to transportation scheduling and
reporting under Proposition A and Proposition C for Dial A
Ride, West Covina Shuttle, and MetroLink Shuttle; works with
the Community Services Manager in the contract monitoring
and administration of the Community Development Block Grant
program and plan.
Essential Functions
1. Administers the Careship Program, a program designed to
assist low income residents with the cost of after
school day care; provides general program information
and assistance; screens and processes all Careship
applications and advises on eligibility.
2. Administers the Youth Assistance Program, a program
funded by the Community Development Block Grand Program
for the purpose of providing financial assistance
towards payment of fees associated with recreational,
educational, and cultural activities offered to youth;
provides program information and assistance; screens and
processes all Youth Assistance applications and advises
on eligibility.
3. Provides general assistance for the development and
communication of the application for Community
Development Block Grant Funds; monitors CDBG contract
requirements and collects all relative reports;
recommends elements for the program.
4. Coordinates all transportation scheduling pertaining to
the Dial A Ride, West Covina Shuttle, and MetroLink
Shuttle programs; assists residents with inquiries
pertaining to transportation programs; ensures the
completion of reports for compliance with Prop A and
Prop C funding requirements.

5. Conducts research, prepares, processes, and performs

activities; interacts with various departments,
