RESOLUTION NO. 9462
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING RESOLUTION
NO.7223, NO. 9352 and NO. 9362, RELATING TO SALARY RANGE AND
STRUCTURE FOR EMPLOYEES IN THE WEST COVINA MID -
MANAGEMENT ASSOCIATION; WEST COVINA
CONFIDENTIAL/EXEMPT ASSOCIATION; WEST COVINA PUBLIC
SAFETY DISPATCHERS' ASSOCIATION; SBPEA (GENERAL
EMPLOYEES' ASSOCIATION); AND, SEIU, LOCAL 347, AS
AMENDED
WHEREAS, the City of West Covina has met and conferred with the West Covina Mid -
Management Association, West Covina Confidential/Exempt Association, West Covina Public
Safety Dispatchers' Association, SBPEA, and SEIU, Local 347: and,
WHEREAS, the City and the five above named Associations and Union have agreed
upon certain changes to salary, benefits and working conditions for members of said Associations
for three year agreements expiring June 30, 2000; and,
WHEREAS, Memoranda of Understanding have been entered into as memorialization of
those agreements;
NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve
as follows:
SECTION 1. Salary. That effective June 28, 1997, Appendix A of Resolution No.
9362, relating to salary structure for employees represented by SEIU, and Appendix A of
Resolution No.9352 relating to salary structure for employees represented by SBPEA, are hereby
amended by Appendix "A", and `B" of this Resolution and; and Resolution No. 7223, relating to
classification and compensation of positions is hereby amended.
SECTION 2. Other changes to the terms and conditions of employment as agreed upon
are detailed in Exhibits A through E. k
SECTION 3. That remaining provisions of Resolution No. 7223, and 9352 as amended,
shall remain in full force and effect until amended or repealed by Resolution of the City Council,
SECTION 4. Budget Allocation. The City Council does hereby appropriate an amount
of money sufficient to fund these salary adjustments and benefits for the life of this Resolution.
SECTION 5. The effective date of this Resolution is June 24, 1997.
SECTION 6. The City Clerk shall certify to the adoption of this Resolution

MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
AND THE CONFIDENTIAL EXEMPT ASSOCIATION
This Memorandum of Understanding is entered into with reference to the following facts:
The City and the Association have meet and conferred in good faith, having held numerous
meetings to discuss the proposals of both parties. Agreement has been reached over the terms
and conditions of employment. All terms and conditions of employment in the existing contract
• shall remain the same with the exception of the following modifications:
1. Term A three year agreement commencing June 28, 1997 and ending midnight, June
30, 2000.
2. Salary and Retirement The City shall amend its contract with PERS in order to
provide miscellaneous employees access to the 2% at 55 benefit option. In exchange for
this benefit, the bargaining unit shall provide salary credits to the City against future salary
increases over the course of the agreement in the following amounts and manner: Based
upon a survey completed by the City prior to the meet and confer process, the Association
shall provide the City with a 3% salary credit against any difference between the average
salary position of the market and the units current position relative to the average. The
Association would only be entitled to that amount left after the credit is taken, if any, as a
salary increase effective June 28, 1997. A salary survey shall be conducted in May of each
subsequent year using the same cities to determine the unit's salary position in relation to
the market. A salary credit of 2.5% shall be provided to the City, using the same
methodology as described herein, to determine the salary increase to be provided effective
June 27, 1998. A credit of 1.5% using the same criteria shall be utilized in determining
any salary increase to be effective the beginning of the pay period closest to July 1, 1999.
Credit to the City for 1.5% against future salary increases shall be given to the City until
such a time that the 2% at 55 benefit becomes a predominant benefit within cities
contracting with PERS in the state as defined as 65% of those cities.
3. Notwithstanding past practice, the City reserves its right to use indicators other than
salary surveys for the purpose of determining salary increases in subsequent agreements.

time that the 2% at 55 benefit becomes a predominant benefit within cities contracting with
PERS in the state as defined as 65% of those cities.

4. Uniform Allowance Effective January 1998, the uniform allowance will be increased to
$375 per year.

family members covered under the Bereavement Leave Section.
