A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING GENERAL
PLAN AMENDMENT NO.1-97-28.
• WHEREAS, the applicant has requested that the Planning Commission consider the
redesignation of land use as set forth in the General Plan from:
"Office" to "Low Medium Density Residential (4.1 - 8 d.u./acre)" (Exhibit 1)
on that certain property generally described as follows:
Parcel 1 of Parcel Map No. 21595, in the City of West Covina, County of Los
Angeles, State of California, as per map filed in Book 238, Pages 31, 32, and
33 of parcel maps, in the Office of the County Recorder of said County; and
WHEREAS, consistent with this request, the applicant has also requested a zone
change from "Office Professional" to "Single -Family Residential (R-1), Area District II; and
WHEREAS, the requested General Plan Amendment has been proposed to
facilitate the re -subdivision of the subject property and thereby reverse the approval of
General Plan Amendment No. IV-89-13 which was intended to facilitate the expansion of a
medical facility. The plans for the medical facility expansion were later abandoned; and
WHEREAS, the proposed residential units are proposed to beconstructed at a
density of 4.79 units per acre which is within the range of the proposed General Plan
Designation of Low Medium Density Residential (4.1 - 8.0 du/acre).
WHEREAS, the proposed General Plan Amendment does not conflict with, and is
consistent with the adopted elements of the West Covina General Plan; and
WHEREAS, this General Plan Amendment application is submitted in conjunction
with a request for a zone change from "Office Professional" to Single -Family Residential (R-
1), Area District II" a three -lot tentative parcel map and a variance to allow two -residential
lots with less than the required lot area; and
WHEREAS, approval of this General Plan Amendment would further the goals and
policies of the General Plan which call for the City's land use pattern and development to
reflect the needs and desires of its citizens, and reinforce the City as a community of quality
and stability; and
WHEREAS, the Planning Commission, upon giving the required notice, did on the
25th day of February, 1997, conduct a duly advertised public hearing to consider the
subject application for a General Plan Amendment, at which time the Planning Commission
adopted Resolution No. 2-97-4412, recommending to the City Council approval of General
Plan Amendment No. 1-97-28; and
WHEREAS, the City Council, did on the 18th day of March, 1997, conduct a duly
advertised public hearing as prescribed by law, and considered evidence presented by the
• Planning Commission, Planning Department, and other interested parties.

NOW, THEREFORE, the Planning Commission of the City of West Covina,
California, does resolve as follows:
SECTION 1: Based on the evidence presented, both oral and documentary, the
City Council approves General Plan Amendment No. 1-97-28, amending the land
use designation for the subject property as set forth on the Land Use Map of the
Land Use Element as depicted on Exhibit 1.
SECTION 2: A Negative Declaration of Environmental Impact has been prepared in
accordance with the California Environmental Quality Act of 1970, as amended.
SECTION NO. 3: The City Clerk shall certify as to the passage of this Resolution.
PASSED AND APPROVED on this 18th day of March, 1997.
