RESOLUTION NO. 9414
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING RESOLUTION NO. 7223, RELATING TO
CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED;
AND APPROVING THE NEW CLASSIFICATION OF PUBLIC WORKS PROJECT
SUPERVISOR.
WHEREAS, the current Senior Building Inspector position's functions have been revised; and
WHEREAS, the duties being performed by the Senior Building Inspector are more accurately
reflected in the new proposed classification of Public Works Project Supervisor, with a new
classification and salary designation; and
WHEREAS, the Personnel Commission has reviewed and recommends approval of the
proposed classification specification for Public Works Project Supervisor;
NOW, THEREFORE, the City Council of the City of West Covina, California does resolve as
follows:
SECTION 1. That the classification specification for Public Works Project Supervisor,
attached and marked as "Exhibit A" is hereby adopted.
SECTION 2. That a salary range for Public Works Project Supervisor of
$3750 - $5063 is hereby adopted.
SECTION 3. That Resolution 7223, as amended, relating to classification and compensation
of positions, is hereby further amended by this Resolution.
SECTION 4. That the effective date of this Resolution is February 22, 1997
SECTION 5. That the City Clerk shall certify to the adoption of this Resolution.

CLASS SPECIFICATION
JANUARY 1997
PUBLIC WORKS PROJECT SUPERVISOR
Job summary
Under general supervision, obtains contractor proposals for City
projects; supervises and participates in the inspection of new and
modified buildings and structures for compliance with City
requirements, including those included in building, plumbing,
mechanical, and electrical codes.; and does related work as required.
Essential Functions
1. Obtains contractor proposals for City projects and insures
completion of work.
2. Prepares plans and specifications for bidding projects.
3. Conducts field inspections on building construction, plumbing,
electrical, mechanical, and related installations at commercial,
residential, and industrial sites to.ensure compliance with state
and local codes, ordinances, and regulations.
4. Verifies that buildings are safely constructed in accordance with
approved plans and specifications.
5. Inspects the quality of construction materials and the
appropriateness of methods utilized.
6. Inspects existing buildings for hazardous conditions, structural
failures, and electrical problems.
7. Informs builders, contractors, or homeowners of code violations.
8. Supervises and trains subordinate inspectors.
9. Administers contracts for the construction, modification, and
repair of city buildings, including check of the work functions
for major public and private construction projects.
10. Prepares estimates for Capital Improvement Projects.
11. Prepares reports relating to projects under construction and in
the process of inspection.
Required Knowledges and Abilities
Thorough knowledge of building construction, plumbing, electrical,
mechanical installations; knowledge of Uniform Building, Mechanical,
Electrical and Plumbing Codes; knowledge of commercial, industrial, and
residential construction; ability to read and interpret codes, plans,
specifications, and blueprints; prepare clear and detailed reports.
Education: Associate of Arts degree in building construction,
architecture, engineering, or related field is desirable.
Experience: Five years of experience in building construction,
building inspection or related field; municipal experience in
construction project management and building inspection is desirable.
Certification: Possession of ICBO Certification as a Building
Inspector or ability to obtain within one year of employment.
License: Class C California Driver's License required.
