A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, CO -SPONSORING FOOTHILL TRANSIT'S
' FUNDING APPLICATION FOR THE EASTLAND TIMED TRANSFER
CENTER AND PARK -AND -RIDE FACILITY UNDER THE
METROPOLITAN TRANSPORTATION AUTHORITY'S (MTA) 1997
TRANSPORTATION IMPROVEMENT PROGRAM CALL FOR
PROJECTS.

WHEREAS, the Metropolitan Transit Authority (MTA) has allocated funding for
regionally significant transit projects as part of its 1997 Transportation Improvement
Program Call for Projects; and
WHEREAS, Foothill Transit, in cooperation with the City of West Covina, intends to
submit an application to receive funding in order to develop a timed transfer center and
park -and -ride facility at the Eastland Center regional shopping mall; and
WHEREAS, the co-sponsorship of the funding application by the City Council is
required in order to be considered an eligible applicant; and
WHEREAS, the timed transfer center park -and -ride facility will be developed in
conjunction with a commercial use utilizing the parking during off-peak hours which will
enhance the revitalization and economic viability of the Eastland Center; and
WHEREAS, the residents of the community and the San Gabriel Valley depend
upon the transit services offered at the Eastland Center to meet their commuting needs;
and
WHEREAS, studies indicate that transit users meet their shopping needs by
patronizing the businesses located at the Eastland Center and subsequently contribute to
its economic vitality; and
WHEREAS, the development of a timed transfer center and park -and -ride facility
appears to be the most viable option in the effort to continue accommodating transit
needs at Eastland Center.
NOW, THEREFORE, BE IT ORDAINED, that the City Council of the City of
West Covina does hereby agree to co-sponser Foothill Transit's application for
funding under the Metropolitan Transportation Authority's (MTA) 1997
Transportation Improvement Program Call For Projects in order to facilitate the
development of a timed transfer center and park -and -ride facility at the Eastland
Center.
