A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA APPROVING
PARTICIPATION IN THE EV CORRIDOR COMMUNITIES PROGRAM
WHEREAS, the City of West Covina supports goals, policies and programs
lbdesigned to protect and maintain air quality within the region and thereby
improve the health and quality of life for residents and businesses in the
city;
WHEREAS, the City of West Covina recognizes that the region currently exceeds
State and Federal standards for maximum pollutant concentrations of ozone,
carbon monoxide, nitrogen dioxide, particulate matter, and visibility;
WHEREAS, the City of West Covina recognizes that mobile sources of air
pollution currently account for at least two thirds of the majority of air
pollutants that are emitted within the San Gabriel Valley;
WHEREAS, the City of West Covina recognizes that the use of alternative energy
sources, including alternatively fueled vehicles, is a key step toward
implementing a diversified strategy to improve the air quality of the region;
WHEREAS, the City of West Covina has the opportunity to encourage significant
progress in the development of advanced transportation and clean air
technologies;
WHEREAS, the City of West Covina's designation as "EV-Ready" and participation
in the "Electric Vehicle Corridor Communities Program" demonstrates the City's
commitment toward improving air quality;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES HEREBY
RESOLVE, DETERMINE, AND FIND AS FOLLOWS:
Section 1: Endorse the City's participation in the Electric Vehicle Corridor
Communities Program sponsored by the South Coast Air Quality District through
the Mobile Source Review Committee;
Section 2: Authorize City staff to move forward in cooperatively applying for
grants through the San Gabriel Valley Council of Governments with interested
cities in the San Gabriel Valley;
Section 3: Acknowledge the City's adoption of State revisions made to the
Uniform Building Code and National Electrical Code as set forth in Ordinance
No. 1960;
Section 4: Demonstrate management commitment to streamline the building
permit process to allow for installation of electric vehicle charging
infrastructure within 72 hours of the purchase or lease of an electric
vehicle;
Section 5: Schedule formal consideration of a building ordinance revision to
require a 3/4" raceway from the electrical service panel to an appropriate
islocation for electric vehicle charging in all new residential garages no later
than June, 1997;
Section 6: Commit to the installation of four electric vehicle charging
stations and associated infrastructure in West Covina at the Plaza; Eastland;
the Civic Center and the park'n'ride at Azusa and Cameron.

Section 7: Commit to the purchase or lease of three electric vehicles deemed
necessary to support and ensure the success of the Electric Corridor
Communities program;
Section 8: Schedule formal consideration of a building, land use or zoning
codes requiring that electric vehicle recharging capability be installed in
' new commercial or industrial development projects no later than June, 1997;
Section 9: Demonstrate commitment to pursuing actions that will ensure
priority building permit processing for electric vehicle charging
infrastructure, including the review of building codes to remove obstacles;
Section 10: Coordinate with Southern California Edison to collect and provide
performance data collection on electric vehicles;
Section 11: Conduct a community outreach program to promote awareness of the
benefits of alternative energy sources through press releases, newsletter,
brochures and other print media as deemed necessary; and
Section 12: Agree to have or ensure that emergency response personnel are
adequately trained to effectively respond to emergencies that could arise from
the use of electric vehicle charging infrastructure.
BE IT FURTHER RESOLVED that the City Council of the City of West Covina agrees
to appropriate up to $130,000 from the Air Quality Implementation Program
revenues (AB 2766) upon approval of the Electric Vehicle Corridor Communities
Program grant and share in the cost of the infrastructure.
