Resolution - 9302RESOLUTION NO. 9302 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE GLENDORA AVENUE STREET (City of West Covina - Glendora Avenue between State Street and Garvey Avenue 40 South) WHEREAS, the proposed Glendora Avenue Redesign project is a City initiated request for the redesign and reconstruction of a portion of Glendora Avenue and adjacent public parking lot; and WHEREAS, the project site consists of that portion of Glendora Avenue between State Street and Garvey.Avenue South, and the adjacent public parking lot between State Street and Dalewood Avenue; and WHEREAS, said Glendora Avenue Redesign project is being processed concurrently with a request for a code amendment on certain sections of Chapters 19 and 22 of the West Covina Municipal Code; and WHEREAS, the oral and documentary evidence considered in connection with the application reveal the following facts: 1. A traffic impact analysis was prepared to evaluate existing traffic patterns on the subject portion of Glendora Avenue to determine how the street is currently functioning; and 2. Future traffic conditions with the implementation of the proposed street redesign project were evaluated through the year 2010 to determine the anticipated function of the subject portion of Glendora Avenue; and 3. The traffic impact analysis. has determined that the street segment, with the implementation of the street redesign, will not create traffic related impacts on the subject street segment, at study intersections identified in the traffic analysis, or on surrounding roadways; and 4. The street segment is not currently functioning as an arterial street nor is it anticipated to function in this capacity; and 5. Based on the findings of an initial study, it has been determined that although the proposed project may have a significant effect on the environment, there will be none in this case due to the mitigation measures which have been incorporated into the project design and required as conditions of approval. A Negative Declaration of Environmental Impact has been prepared for the proposed project pursuant to the requirements of the California Environmental Quality Act (CEQA) of 1970, as amended. NOW, THEREFORE, the City Council of the City of West Covina, California, does resolve as follows: SECTION NO. 1: Based on the evidence presented, both oral and documentary, • the Glendora Avenue Redesign project is approved by the City Council allowing for the reconstruction of that portion of Glendora Avenue and adjacent public parking lot described above and pursuant to the approved plan. SECTION NO. 2: A Negative Declaration of Environmental Impact has been prepared in accordance with the California Environmental Quality Act of 1970, as c:bdresoccglnres • City of West Covina Glendora Avenue Redesign March 19, 1996 - Page 2 Resolution No. 9302 amended. Said project shall comply with the mitigation measures contained in the Negative Declaration of Environmental Impact. SECTION NO, 3: The approval of the Glendora Avenue Redesign project is contingent upon the approval of Amendment No. 271 and shall not become effective until the effective date of said amendment.
