A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING THE
CITY OF WEST COVINA'S WATER SERVICE AREA,
URBAN WATER MANAGEMENT PLAN AND WATER
SHORTAGE CONTINGENCY PLAN.
WHEREAS, the California Legislature enacted Assembly Bill No. 797 during the
1983-1984 Regular Session of the California Legislature (Water Code Section 10610 et. seq.),
known as the Urban Water Management Planning Act, which mandates that every urban
supplier of water providing water for municipal purposes to more than 3,000 customers or
supplying more than 3,000 acre feet of water annually, prepare an Urban Water Management
Plan, the primary objective of which is to plan for the conservation and efficient use of water;
and
WHEREAS, Assembly Bill No. 797 requires that said plan be adopted by December
31, 1985, after public review and hearing, and filed with the California Department of Water
Resources within thirty days of adoption; and
WHEREAS, the City of West Covina did prepare the file and said plan with the
California Department of Water Resources in December 1985; and
WHEREAS, Assembly Bill No. 797 requires that said plan be periodically reviewed at
least once every five years, and that the urban water supplier shall make any amendments or
changes to its plan which are indicated by the review; and
WHEREAS, the City updated and adopted their plan in February 1991; and
WHEREAS, Assembly Bill No. l IX amended the requirements of the plan to include a
Water Shortage Contingency Plan; and
WHEREAS, the City did incorporate a Water Contingency Plan to its updated Urban
Water Management Plan of February 1991 in September 1992; and
WHEREAS, the City is an urban supplier of water providing water to over 7,000
customers and has therefore prepared, circulated and made available for public review an
Urban Water Management Plan Draft and Water Shortage Contingency Plan Update, in
compliance with the requirements of Assembly Bill No. 797; and
WHEREAS, the requirements for the adoption of the Urban Water Management Plan
and Water Shortage Contingency Plan provide that a Notice for a Public Hearing be advertised
in the local newspaper; and
WHEREAS, the City of West Covina has advertised in the San Gabriel Valley Daily
Tribune on February 16 and February 24, 1996 for a Public Hearing on March 5, 1996; and
WHEREAS, the plan is required to achieve conservation and efficient use of water; and
WHEREAS, the amended plan describes the basis for the City's decision to add,
change or retain conservation measures set out in the original plan; and
WHEREAS, an Engineering Consultant was retained by the City of West Covina to
prepare the Urban Water Management Plan and the Water Shortage Contingency Plan Update.
THEREFORE, the City Council of the City of West Covina, does resolve as follows:

SECTION 1. That the City Council adopt the Urban Water Management Plan and
Water. Shortage Contingency Plan as prepared by the Consulting Engineer including any
corrections and/or additions resulting from the Public Hearing.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall
cause the said resolution and said Urban Water Management Plan and Water Shortage
40 Contingency Plan to be filed with the Department of Water Resources no later than thirty (30)
days after adoption.
SECTION 3. No later than thirty (30) days after filing its plan with the Department as
set out in Section 2, the City shall make the plan available for public review during normal
business hours.
