A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA AUTHORIZING THE OFFICE OF
EMERGENCY SERVICES TO APPLY FOR GRANT
FUNDS UNDER THE HAZARD MITIGATION GRANT
PROGRAM FOR THE SEISMIC RETROFIT OF THE
PARKING STRUCTURE.
WHEREAS, when the state proclaims a State of Emergency, it confers upon the
Governor certain emergency powers as specified in the California Emergency Services Act,
which provides for the assignment and coordination of functions to be conducted by state
agencies, including hazard mitigation; and
WHEREAS, should such a disaster be declared, various actions of the Robert T.
Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288, as amended) take
effect, such actions providing the framework for the carrying out of federal hazard mitigation
programs; and
WHEREAS, as a condition of receiving federal disaster assistance, Section 409 of the
Act requires that, at a minimum, disaster recovery activities, including repairs, restoration, or
replacement, be consistent with applicable codes, specifications and standards; and
WHEREAS, additional mitigation may be required as a further condition for receiving
disaster assistance; and
WHEREAS, the Hazard Mitigation Grant Program (HMGP) is established under
Subpart N of the 44 Code of Federal Regulations, a program designed to support activities that
help break the cycle of damage, reconstruction, and repeated damage which was typical with
past disasters, and is preventative and not reactive in nature, the objectives of which are to
encourage state and local governments to: 1) Identify and carry out cost-effective mitigation
measures that will reduce future disaster losses, 2) Coordinate mitigation needs with existing
state and federal efforts, and 3) Capitalize upon previous mitigation planning efforts to
maximize financial opportunities available under the HMGP, and
WHEREAS the Governor's Office of Emergency Services administers the program
with local agencies and organizations serving as subgrantees of the State, and the HMGP
provides funding to carry out cost-effective post disaster state and local hazard mitigation
measures, and
WHEREAS, the procedure requires the City of West Covina (Applicant) to certify, by
resolution, the approval of the Designation of Applicant's Agent Resolution before submission
for the Grant which contains authorization for execution for and in behalf of the Applicant;
NOW, THEREFORE, the City Council of the City of West Covina hereby:
Resolves that Lt. Lee Rossman, Deputy Director of the City of West Covina Office of
Emergency Services, is hereby authorized to execute for and in behalf of the City of West
Covina, a Local government entity, established under the laws of the State of California, this
application and to file it in the Office of Emergency Services for the purpose of obtaining
certain federal financial assistance under P.L. 93-288 as amended by the Robert T. Stafford
• Disaster Relief and Emergency Assistance Act of 1988, and
That the City of West Covina hereby authorizes its agent to provide to the State Office
of Emergency Services all matters pertaining to such disaster assistance the assurances and
agreements required.
