RESOLUTION NO. 9256
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AUTHORIZING THE FIRE DEPARTMENT TO
BECOME A PARTICIPATING AGENCY WITH THE LOS ANGELES
COUNTY FIRE DEPARTMENT FOR THE PURPOSE OF
ADMINISTERING ONLY THOSE UNIFORM FIRE CODE
REGULATIONS AS OUTLINED IN HEALTH AND SAFETY CODE,
DIVISION 20, CHAPTER 6.11, SECTION 25404 (C).
WHEREAS, in the fall of 1993, Governor Wilson singed major reform
legislation (SB 1082) known as the Unified Hazardous Waste Materials Regulatory
Program (Unified Program), to make improvements in California's environmental
programs; and
WHEREAS, these emergency regulations became effective November 14, 1994,
and are chaptered in Health and Safety Code, Division 20, Chapter 6.11, Section 25404,
et.al.; and
WHEREAS, these regulations required the coordination and consolidation of six
major public safety and environmental programs at the local governmental level, the
establishment of single lead agency - Certified Unified Program Agency (CUPA), a
single fee system, and a single inspection/enforcement system for the Unified Program;
and
WHEREAS, a city may propose to become a Participating Agency (PA) with the
CUPA and implement certain elements of the Unified Program.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
West Covina authorizes the Fire Department to become a Participating Agency with the
Los Angeles County Fire Department for the purpose of administering only those
Uniform Fire Code Regulations as outlined in Health and Safety Code, Division 20,
Chapter 6.11, Section 25404(C).
