Resolution - 9254RESOLUTION NO. 9254 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CERTIFYING THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR THE CAMERON PARK FIELD LIGHTING PROJECT PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT OF 1970, AS AMENDED. • NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT CAMERON PARK MASTER PLAN AMENDMENT NO. 1 APPLICANT: City of West Covina LOCATION: Cameron Park 1305 East Cameron Avenue WHEREAS, the City Council, on July 14, 1980, adopted the Cameron Park Specific Plan; and WHEREAS, the City of West Covina initiated a request for approval of a Master Plan Amendment to permit the installation of lighting for the existing softball field; and WHEREAS, the proposed project is considered a "project" pursuant to the terms of the California Environmental Quality Act (CEQA); and WHEREAS, an initial study was prepared for said project; and WHEREAS, based upon the findings of the initial study, it was determined that the proposed project will not have a significant impact on the environment and will not individually or cumulatively have an adverse effect on wildlife resources, as defined in Section 711.2 of the Fish and Game Code; and WHEREAS, a Negative Declaration of Environmental Impact was prepared for the proposed project pursuant to the requirements of the California Environmental Quality Act of 1970, as amended, and mitigation measures are included in said Negative Declaration in support of the finding that there was not a significant effect on the environment caused by this project. WHEREAS, the Planning Commission, upon giving the required notice, did on the 14th day of March, 1995, conduct a duly advertised public hearing as prescribed by law to consider said request; and WHEREAS, the Planning Commission, adopted Resolution No. 3-95-4282 at said public hearing recommending that the City Council certify the Negative Declaration of Environmental Impact; and WHEREAS, the City Council, upon giving the required notice, did on the 4th day of April, 1995, conduct a duly advertised public hearing as prescribed by law to consider said environmental documents; and WHEREAS, upon conducting the public hearing on this matter, the City Council • reviewed alternatives to the project at several subsequent meetings. NOW THEREFORE, the City Council of the City of West Covina does hereby resolve as follows: 1. After receiving and considering all determinations, studies, documents, and recommendations, as well as other appropriate public comments, the City Council of the City of West Covina hereby certifies the Negative Declaration of Environmental Impact subject to compliance with the mitigation measures that are recommended in the Negative Declaration of Environmental Impact as outlined below: 95-11912:CC/RES0SJC/CMN D2.CC/srg Resolution No. NEGIDEC Cameron Park Field Lighting Project Cameron Park Master Plan Amendment No. 1 September 19 1995 - Page 2 ENVIRONMENTAL VIMPACTS . Air MITIGATION MEASURES Normal wetting procedures or other palliative measures shall be followed during construction activities to reduce fugitive dust emissions in order to meet AQMD Rule 403 requirements. All construction activity shall b. Noise comply with Chapter 15 (Noise Ordinance) of the West Covina Municipal Code and Chapters 29 and 70 of the Uniform Building Code. Amplified public address systems shall be limited to use during tournaments and opening and closing ceremonies and shall be turned -off at 8:00 P.M. Such speakers used for a public address system shall be oriented away from adjacent residences. Signs shall be posted to prohibit the use of noise making devices (horns, drums, etc.). Annual assessments shall be conducted prior to executing the Facility Use Agreement in order to include such other additional measures which will eliminate or minimize unreasonable impacts (noise, litter, etc.) on adjacent properties. The assessment shall,at a minimum, consider the league's compliance with the conditions of approval, complaints received, changes in league operations, etc. MONITORING DEPT AGENCY Building/Engineering/ Maintenance c. Plant Life Prior to commencing use of the light system, it shall be determined if new planting is necessary to minimize the potential effects of light and glare • onto adjacent residential properties. Light and Glare Prior to commencing use of the lighting system a light impact assessment shall be completed to determine whether additional mitigation measures are necessary. Should additional measures be deemed necessary, the City may require, by way of example, but not limited to, the use of glare shields/hoods/louvers, tree planting, and adjustments to the aiming of the lighting fixtures.
