A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA APPROVING THE MAYOR'S
APPOINTMENT OF NEW MEMBERS TO THE WEST
• COVINA RELOCATION APPEALS BOARD
WHEREAS, the City Council of the City of West Covina ("City Council") has formed
the West Covina Redevelopment Agency (the "Agency") which is a public body corporate and
politic, duly organized, existing, and exercising its powers as a redevelopment agency pursuant to
the Community Redevelopment Law, California Health and Safety Code, Section 33000, et seq.
(the "CRL"), and the Agency is engaged in activities necessary to carry out and implement the
Redevelopment Plans (the "Redevelopment Plans") for the West Covina redevelopment projects;
and
WHEREAS, the Uniform Relocation Assistance Law, California Government Code
Section 7260, et seq. (the "RAL") requires a uniform policy for the fair and equitable treatment
of persons and businesses displaced by programs of public entities; and
WHEREAS, pursuant to Section 33417.5 of the CRL there is in each city having a
redevelopment agency a relocation appeals board composed of five members appointed by the
mayor of the city subject to the approval of the city council as the legislative body;
WHEREAS, the City Council by Resolution No. 5057 on May, 19, 1975 established a
Relocation Appeals Board; and
WHEREAS, Section 7267.8 of the RAL requires all agencies to adopt rules and
regulation to implement payments and to administer relocation assistance; and
WHEREAS, the City Council originally adopted bylaws for the Relocation Appeals
Board on September 8, 1981, and thereafter on March 26, 1990 the City Council approved the
amended Relocation Appeals Board Bylaws (the 'Bylaws"), which are now in effect, all as
required by the RAL; and
WHEREAS, the Relocation Appeals Board is composed of five (5) members and one (1)
alternate member all of whom are appointed by the Mayor and approved by the City Council in
conformity with Section 33417.5 of the CRL, the RAL, Resolution 5057, and the Bylaws; and
WHEREAS, the City Council by this Resolution desires to approve the Mayor's new
appointees to the Relocation Appeals Board pursuant to the CRL, the RAL, Resolution 5057, and
the Bylaws.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West
Covina as follows:
Section 1. The City Council hereby approves the six (6) appointments of the Mayor
of the following new members to the West Covina Relocation Appeals Board. The appointments
include:

Knora Jackson
4.
Audrey Lynberg
5.
Stuart York
Alternate:
Don Canzoneri
Section 2. The new members of the West Covina Relocation Appeals Board appointed
by the Mayor and approved by this Council in Section 1. above of this Resolution do hereby
replace the incumbent members of said Board.

Section 3. The City Clerk shall certify to the adoption of this Resolution.
