A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223,
RELATING TO CLASSIFICATION AND COMPENSATION OF
POSITIONS AS AMENDED, AND APPROVING THE NEW
CLASSIFICATION SPECIFICATIONS FOR REDEVELOPMENT
DIRECTOR, SENIOR REDEVELOPMENT PROJECT MANAGER,
REDEVELOPMENT PROJECT COORDINATOR AND
. MAINTENANCE OPERATIONS MANAGER.
WHEREAS, the Maintenance Department has changed its organizational structure to
compensate for the deletion of the Maintenance Director position; and
WHEREAS, the management requirements of the Maintenance Department have necessitated
upgrading the duties of the Superintendent of Maintenance Operations; and
WHEREAS, a reorganization in the City Manager's Office has impacted the management of
the Redevelopment Agency; and
WHEREAS, greater responsibilities have been placed on various positions in the
Redevelopment Agency; and
WHEREAS, the Personnel Commission has reviewed and recommended for approval the
classification specifications for Redevelopment Director, Senior Redevelopment Project Manager,
Redevelopment Project Coordinator, and Maintenance Operations Manager;
NOW, THEREFORE, the City Council of the City of West Covina, California, does resolve
as follows:
SECTION 1. That the class specifications for Redevelopment Director, Senior Redevelopment
Project Manager, Redevelopment Project Coordinator and Maintenance Operations Manager, attached and
marked "Exhibit A", are hereby adopted.
SECTION 2. That salary ranges for Senior Redevelopment Project Manager of $3965 -
$5352, and $3616 - 4395 for Redevelopment Project Coordinator are hereby adopted.
SECTION 3. That Resolution No. 7223, as amended, relating to classification and
compensation of positions, is hereby further amended by this resolution.
SECTION 4. The effective date of this resolution is February 21, 1995.
SECTION 5. The City Clerk shall certify to the adoption of this resolution.

CLASS SPECIFICATION
JANUARY 1995
Under general direction, administers the planning, organizing,
and administration of the City's redevelopment program; serves as
a member of the City's management team; may be involved in
administrative projects outside normal area of specialization;
makes recommendations regarding area of responsibility to
Executive Director and Agency Board; supervises the day-to-day
activities involved in administration of the redevelopment
program; monitors performance and evaluates program
effectiveness; makes presentations to officials and community
representatives; and does related work as required.
Essential Functions
1. Directs and administers the City's residential, commercial
and industrial redevelopment and economic development
programs, including housing and commercial rehabilitation,
business retention and attraction, and related programs.
2. Coordinates land acquisition and clearing, financing, and
construction activities in accordance with program policies
and requirements.
3. Establishes, modifies, and evaluates program standards,
policies, and procedures.
4. Supervises preparation of requirements and specifications
for redevelopment projects.
5. Attends and makes presentations at various staff,
professional, and public hearings and meetings.
6. Supervises and organizes the work activities of assigned
personnel.
7. Participates in the selection of and directs consultants
engaged to perform a variety of special studies related to
redevelopment activities.
8. Supervises the designation and prioritization of
redevelopment project areas.
9. Provides information on redevelopment project areas and
projects to interested developers, businesses, and the

Required Rnowledges and Abilities
Considerable knowledge of the principles and practices of City
planning and of the redevelopment process, economics, municipal
finance, and sociology as applied to City planning; principles of
public administration; current literature and recent developments
in the field of public planning and redevelopment; and practices
of civil engineering and physical design as applied to City
planning; Ability to carry planning assignments to completion
through the formulation of creative planning solutions; plan,
assign, and supervise the work of subordinate employees, and
participate in technical research on economic sociological,
engineering, and planning problems; develop and maintain
effective working relationships with officials, other government
agencies, and the general public; and communicate clearly and
concisely orally and in writing.
Education: Graduation from an accredited college or university,
with major course work in city planning, architecture, civil
engineering, public administration or related field. Graduate
work in city planning, engineering, public administration,
economics or finance desirable.
Experience: Five years of responsible professional experience in
local planning and redevelopment for a governmental agency, four
years of which have been at a supervisory or administrative
level.

SENIOR REDEVELOPMENT PROJECT MANAGER
Job Summary
Under general administrative direction, supervises assigned staff
and manages the execution of development projects from conception
to completion; advises Agency Administration concerning
development project planning and scheduling; parcel and building
design; implementation strategies; contract preparation and
supervision; marketing activities; acts on behalf of the Director
in his/her absence; and does related work as required.
Essential Functions
1. Conducts preliminary and/or final negotiations with owners
and developers of properties slated for redevelopment.
2. Supervises administrative work in the formulation and
implementation of specific development projects.
3. Manages development project schedules, budgets, and
implementation of projects through completion.
4. Monitors and forecasts the fiscal and economic activity
impacting the assigned project area and makes program
recommendations.
5. Participates in land acquisition and supervises relocation
activity as necessary in the implementation of approved
projects.
6. Manages the preparation and review of written materials on
projects including, but not limited to, Development
Agreements, leases, maps, progress reports, and Agency
agendas.
7. Serves as liaison between project team, city departments,
outside public agencies, Chamber of Commerce, and the
community to promote and facilitate planning and execution
of development projects.
8. Directs, reviews, and evaluates work of third -party

Thorough knowledge of practical methodology, techniques, and
objectives of community redevelopment; basic land economics; and
redevelopment and municipal procedures; community development,
and redevelopment law and regulations including requirements and
programs for affordable housing. Working knowledge of California
real estate law and relocation assistance law.
Skilled in the analysis of economic studies, financial
statements, marketing studies, plans and specifications, and bid
packages; and ability to prepare comprehensive analytical reports
utilizing modern economic research methods.
Ability to prepare clear and concise written reports and speak
before a wide range of community groups; effectively coordinate
and monitor the project planning and implementation effort;
manage and supervise the work of subordinates.
Education: A Bachelor's degree in planning, public
administration, economics, real estate or related field.
Experience: A minimum of four years experience in redevelopment
with a public agency in California. Experience must include the
management of redevelopment projects, tax increment financing,
and at least two years of supervision or direction of
professional staff.
A Master's degree in city planning, real estate, or public
administration is desirable.

Under general direction, is responsible for the planning,
feasibility analysis, and coordination of development activities
within redevelopment project areas; advises Project Management
and Agency Administration concerning development project planning
and scheduling, parcel and building design, and implementation
strategies; does related work as required.
Essential Functions
1. Monitors development project schedules, and coordinates the
implementation of the project through completion.
2. Monitors and forecasts the fiscal and economic activity
impacting the assigned projects.
3. Renders technical assistance to private developers, citizen
groups, home owners, non-profit foundations, public and
private agencies, organizations, and individuals for the
purpose of securing maximum development through owner
participation and/or public/private ownership.
4. Assists the Project Manager, Senior Project Manager, and the
Redevelopment Director in developing implementation
strategies and in the review and evaluation of redevelopment
proposals received in response to Agency marketing programs,
including the incorporation of financial methods and
programs which would assist in the implementation of project
development and revitalization of existing projects.
Prepares written materials on projects including, but not
limited to, Development Agreements, leases, maps, progress
reports, and Agency/City Council agendas.
Under general direction of the Project Manager or Senior
Project Manager, assists in land acquisition and relocation
activity as necessary in the implementation of approved
projects.
7. Assists in the formulation and implementation of affordable

Job Summary
Under administrative direction of the Public Works director,
coordinates and supervises the maintenance of the City's
infrastructure, including streets, water, open space, parks,
trees, equipment and general maintenance; directs assigned staff
through subordinate supervisors; performs related work as
required.
Essential Functions
1. Manages, through subordinate supervisors, work units engaged
in construction, operation, and maintenance of City
buildings; maintenance of City parks, streets, sewers, water
system, vehicles, warehouse and infrastruction related
projects.
2. Recommends and implements changes to policies and procedures
to ensure efficient and effective operations.
3. Prepares reports for use by City administration or to
facilitate decisions by the City Council.
4. Directs the preparation, execution, and evaluation of
contract agreements; participates in assessing feasibility
of contracting out services.
5. Supervises the preparation of a complex departmental budget.
6. Provides information and statistics to the City Council to
facilitate decisions.
7. Handles the more complex employee problems including
disciplinary, complaints and grievances.
8. Supervises a subordinate management and supervisory staff;
assigns special projects; assures the smooth operation.
9. Interfaces with outside public and private agencies to

QUALIFICATIONS
Required Knowledces and Abilities
atKnowledge of street, park, and related public works maintenance
and construction; methods, practices, and techniques related to
street, sewer, storm drain, and park construction and
maintenance; working knowledge of plans and specifications; the
principles of supervision, training, budgeting, and project
recordkeeping; Ability to plan and coordinate the work of
personnel engaged in office and field work; to prepare, review,
and/or approve comprehensive reports, plans, contract documents,
and estimates; to plan and schedule an overall preventative
maintenance program; to establish and maintain cooperative
working relationships; and to communicate effectively verbally
and in writing.
Education: A Bachelor's degree in engineering, public works,
business or public administration, or related field.
Experience: Five years of progressively responsible supervisory
or management experience in public works maintenance activities.
Substitution: Additional experience as described may be
substituted for up to two years of the required education on the
basis of two years experience for each year of education.
License: A valid California Driver's License.
