A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING GENERAL
PLAN AMENDMENT NO. I-92-14 (LAND USE ELEMENT
AND HOUSING ELEMENT) TO THE GENERAL PLAN:
(Goldrich and Kest Industries) ,
WHEREAS, there was filed with the City of West Covina a
request for a General Plan land use redesignation from:• -
"Suburban Residential (2.1 - 4.0 du/ac)" to "Medium
Residential (8.1 - 15.0 du/ac)"
on that certain property generally described as follows:
Assessor Parcel Nos. 8277-001-012, and 8277-001-013, as
shown on the latest rolls of the Los Angeles County Tax.
Assessor; and
WHEREAS, the applicant has also requested a textual amendment
to the Housing Element (Page III/1-44) of the General Plan; and
WHEREAS, currently the text reads as follows:
Vacant land near the San Bernardino Freeway and the BKK
Landfill are not suitable for residential development and
will not be developed as such. The amount of residential
development can be increased by second units in single-
family areas, the subdivision of large single-family
lots, zone changes to higher density residential
designations, and the permission to build multi -family
projects or mixed use projects in commercial zones.
WHEREAS, the proposed text will read,as follows:
Vacant land near the BKK Landfill is not suitable for
residential development and will not be developed as
such. Vacant land near the San Bernardino Freeway is not
normally suitable for residential development and will
not be developed as such without proper mitigation
measures to reduce potential impacts from proximity to
the freeway including but not limited to noise, air
quality and traffic.
WHEREAS, this General Plan Amendment application is submitted
in conjunction with a request for an East Hills Specific Plan
Amendment from "Suburban Residential (2.1 - 4.0 du/ac)" to "Medium
Residential (8.1 - 15.0 du/ac)" zone change from "Residential -
Agricultural (R-A), Area District IV" to "Low Density Multiple -
Family (MF-15);" a tentative tract map, a precise plan, and a tree
removal permit; and
WHEREAS, the City Council of the City of West Covina has
considered the evidence presented by the applicant, the Planning
Department, the Planning Commission and other interested parties at
said public hearing held on March 17th, 1992; and
NOW THEREFORE, the City Council of the City of West Covina,
California, does resolve as follows:
SECTION NO. 1: Based on the evidence, both oral and docu-
mentary, General Plan Amendment No. 14 (Land Use Element and
Housing Element) is approved by the City Council, changing the
land use designation from "Suburban Residential (2.1-4.0)" to
"Medium Residential (8.1-15.0 du/ac)" (Exhibit 1 incorporated
by reference) and Housing Element Amendment (Exhibit,2).

SECTION NO. 2: An Environmental Impact Report has been
prepared in accordance with the California Environmental
Quality Act of 1970, as amended.
SECTION NO. 3: The City Clerk shall certify to the passage of
this resolution.
