Resolution - 915040 • RESOLUTION NO. 9150 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE HERITAGE GARDENS HISTORICAL PARK MASTER PLAN. WHEREAS, the City Council initiated a request for development of Heritage Gardens Historical Park Master Plan on that certain property generally described as follows: Los Angeles County Assessor Parcel No. 8277-030-900; and WHEREAS, the Human Services Commission upon giving the required notice did on the 13th day of September, 1994, conduct a duly advertised public hearing as described by law to consider the approval of the Heritage Gardens Historical Park Master Plan and voted to recommend approval to the City Council; and WHEREAS, the Planning Commission upon giving the required notice did on the 11th day of October, 1994, conduct a duly advertised public hearing as described by law to consider said application; and WHEREAS, at said public hearing, the Planning Commission adopted Resolution No. 10-94-4255 recommending that the City Council approve the Park Master Plan; and WHEREAS, on November 1, 1994, the City Council conducted a duly advertised public hearing on the Park Master Plan as prescribed by law; and WHEREAS, studies and investigations made by the City Council and in its behalf reveal the following facts: 1. The Environmental Quality Element adopted in 1979 calls for a specific plan (master plan) of design for all parks in the City of West Covina. 2. The proposed park master plan is consistent with the General Plan Environmental Quality Element goals of "Provide adequate recreational facilities and programs for the citizens of West Covina" and "Provide for the preservation of natural resource areas which serve as habitat for indigenous wildlife and vegetation." 3. The proposed park master plan is consistent in size, with the requirements for a neighborhood park. 4. Along with the adoption of the proposed park master plan, the terminology used to define the park plan shall be changed from Specific Plan to Master Plan to make the term consistent with the City's implementation process. 5. The park master plan for Heritage Gardens takes into account the different users of the park and is designed to meet the needs of all users; the young, the elderly, and the disabled. 6. An initial study disclosed that although the project could have a significant effect on the environment, there will not be a significant effect in this case because mitigation measures have been incorporated into the project's design and as conditions of approval. A Negative Declaration of Environmental Impact has been prepared for the proposed project 0886-94/C:CC/CCHERMAS. R ES/BD/srg 40 Resolution No. 9150 Heritage Gardens Park Master Plan November 1, 1994 - Page 2 pursuant to the requirements of the California Environmental Quality Act (CEQA) of 1970, as amended. NOW, THEREFORE, the City Council of the City of West Covina, California, does hereby resolve as follows: Section No. 1: Based on the evidence presented, the City Council hereby approves the Heritage Gardens Historical Park Master Plan. Section No. 2: A Negative Declaration of Environmental Impact has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. Section No. 3: The City Clerk shall certify to the passage of this resolution. PASSED AND APPROVED THIS 1st day of November, 1994.
