Resolution - 9143RESOLUTION NO. 9143 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING GENERAL PLAN AMENDMENT NO. II-94-22 (Faith Community Church). WHEREAS, the applicant, Faith Community Church, has filed with the City of West Covina a request for the redesignation of land use as set forth in the General Plan from: "Industrial and Manufacturing" to "Planned Development" (Exhibit 1) on that certain property generally described as follows: Assessor Parcel No. 8434-015-018, as shown on the latest rolls of the Los Angeles County Tax Assessor; and WHEREAS, the subject site was previously utilized for light manufacturing and office uses which ceased operations several years ago; and WHEREAS, the site is situated in a location which allows it to act as a transitional use between industrial uses to the north and west and residential homes and a hospital to the east and south; and WHEREAS, based upon the unique features of the site which include its relatively large size, and frontage on two arterial streets, staff believes that the "Planned Development" designation is appropriate to ensure better land use control while also allowing flexibility in developing the site; and WHEREAS, consistent with this request, the applicant has submitted a request for a zone change from "Planned Industrial (I-P)" to "Specific Plan No. 11" in order to develop a church with multiple accessory activities; and WHEREAS, the proposed General Plan Amendment does not conflict with and is consistent with the adopted elements of the West Covina General Plan; and WHEREAS, approval of this General Plan Amendment would further the goals and policies of the General Plan which call for the City's land use pattern and development to reflect the needs and desires of its citizens, and reinforce the City as a community of quality and stability; and WHEREAS, the Planning Commission adopted Resolution No. 09-94-4242 recommending to the City Council adoption of General Plan Amendment No. II-94-22; and WHEREAS, on October 4, 1994, the City Council of the City of West Covina conducted a duly noticed public hearing as required by law to consider General Plan Amendment No. II-94-22; and WHEREAS, the City Council of the City of West Covina has considered the evidence presented by the applicant, the Planning Department, the Planning Commission and other interested parties at said public hearing held on October 4, 1994. NOW, THEREFORE, the City Council of the City of West Covina, California, does resolve as follows: 0824-94/C:CC/CCFCGPA/af Resolution No. 9143 GPA: Faith Community Church October 4, 1994 - Page 2 SECTION NO. 1: Based on the evidence presented, both oral and documentary, General Plan Amendment No. II-94-22 (Land Use Element) is approved by the City Council, changing the land use designation for the subject property from "Industrial and Manufacturing" to "Planned Development" (Exhibit 1). SECTION NO. 2: A Negative Declaration of Environmental Impact has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. SECTION NO. 3: The City Clerk shall certify to the passage of this resolution.
