A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, ADOPTING THE OPERATING
BUDGET, REDEVELOPMENT AGENCY BUDGET, AND LOCAL
ENFORCEMENT AGENCY BUDGET AND APPROVING THE
APPROPRIATIONS FOR THE FISCAL YEAR COMMENCING
JULY 1, 1994, AND ENDING JUNE 30, 1995
The City Council of the City of West Covina does resolve
• as follows:
SECTION 1. The Operating Budget for the City of
West Covina, the West Covina Redevelopment Agency, and Local
Enforcement Agency for the fiscal year commencing July 1, 1994, and
ending June 30, 1995, as prepared and submitted by the City Manager
and as modified by the City Council, is hereby approved and adopted
as the Budget of the City of West Covina for said fiscal year. A
copy of said Budget is hereby ordered filed in the Office of the
City Clerk within 30 days and shall be certified by the City Clerk
as having been adopted by this resolution.
SECTION 2. From the effective date of said Budget,
appropriations may be reallocated from one activity account to
another within the Operating Budget upon review by the Finance
Department and approval of the City Manager, providing there is no
change in the scope of service delivery level approved by the City
Council.
SECTION 3. From the effective date of said Budget, monies
received from the Federal Drug Rebate Program and deposited in the
Police Department Trust Fund may be allocated by the City Manager
upon recommendation of the Chief of Police and review by the
Finance Department for law enforcement related activities.
SECTION 4. From the effective date of said Budget,
appropriations may be reallocated from one activity account to
another within the Redevelopment Agency Budget upon review by the
Finance Department and approval of the City Manager/Executive
Director, providing there is no change in the scope of projects or
service delivery level approved by the City Council/Agency Board.
SECTION 5. From the effective date of said. Budget,
appropriations may be reallocated from one activity account to
another within the Redevelopment Agency and Local Enforcement
Agency Budget upon recommendation of the Waste Management
Enforcement Manager and review by the City Manager and Finance
Department and approval of the City Manager, providing there is no
change in the scope of projects or service delivery level approved
by the City Council/Agency Board.
SECTION 6. From the effective date of said Budget, the
total amount as stated therein for each project in the Capital
Improvement Budget shall be and is appropriated, subject to
expenditures pursuant to the specific,'prior approval of the City
Council and all applicable ordinances of the City and statutes of
the State.
SECTION 7. At the close of the fiscal year, unexpended
appropriations in the Operating Budget will be carried forward to
the next fiscal year as necessary to underwrite the expense of
outstanding purchase commitments and programs.
SECTION 8. Except for additions to the Budget made
pursuant to Section 7 of this resolution, total appropriations for
• the Operating Budget may be increased or decreased only by motion
of the City Council.
SECTION 9. The City Clerk shall certify to the adoption
of this resolution.
