A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, SUPPORTING HCR 51 RELATING TO UNFUNDED FEDERAL
MANDATES ON STATES AND LOCAL GOVERNMENTS.
The City Council of the City of West Covina does resolve as
follows:
WHEREAS, Federal mandates on State and local governments
have increased in recent years on a variety of issues and topics;
and
WHEREAS, Federal mandates are generally not accompanied
by sufficient funding to enact the program without local revenues;
and
WHEREAS, local governments are spending local revenues on
mandatory Federal programs to the detriment of local programs and
projects; and
WHEREAS, the practice of supplementing Federal programs
with local revenues does not allow limited resources to be utilized
for the most critical local programs; and
WHEREAS, the responsibility to fund a mandated Federal
program should lie with the Federal Government, not State or local
governments; and
WHEREAS, Council policy states that the City will oppose
measures which impose Federal mandated costs for which there is no
guarantee of full reimbursement or offsetting benefits.
NOW, THEREFORE, the City Council of the City of West
Covina does hereby support HCR 51 which states that Federal
mandates to State and local governments should be rescinded unless
they are accompanied by sufficient funds to pay for them.
SECTION 1. The City Clerk shall.certify to the adoption
of this resolution and forward a copy to Congressman Dreier.
