Resolution - 8999RESOLUTION NO. 8999 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED, AND AMENDING RESOLUTION NO. 8710 RELATING TO CONFIDENTIAL EXEMPT SALARIES, AND a APPROVING THE NEW CLASSIFICATION OF COMMUNITY TELEVISION PRODUCER WHEREAS, the City has determined both current and future need for.the expertise of a specialized cable community programming classification; and WHEREAS, continuing community cable programming depends upon the expertise of the Community Television Producer; and WHEREAS, the Personnel Commission has reviewed and recommends approval of the class specification for Community Television Producer; NOW, THEREFORE, the City Council of the City of West Covina, California does resolve as follows: SECTION 1. The class specification for Community Television Producer, attached and marked "Exhibit All, is hereby adopted. SECTION 2. That the salary range for Community Television Producer of $2492 - $3364 is -.hereby adopted, -and Resolution 8710 relating to Confidential Exempt salaries is hereby amended. SECTION 3. Resolution 7223, as amended, relating to classification and compensation of positions, is hereby further amended by this resolution. SECTION 4. The effective date of this resolution is July 20, 1993. Jennings, Wong, Manners, McFadden None Herfert None City Clerk ATTACHMENT A CITY OF WEST COVINA CONFIDENTIAL CLASS SPECIFICATION JULY 1993 COMMUNITY TELEVISION PRODUCER Job Summary Under the general supervision of the Assistant City Manager functions as the producer for West Covina Community Television (WCCT), in association with Mount San Antonio College (MSAC) and Crown Cable Television. Produces or supervises and coordinates the production of local -origination community television programs including: weekly news, series, specials, promo's and I.D's and instructional/informational programs. May act as director, editor and/or on -camera talent. Creates and provides daily program log/schedules and schedules facility use for WCCT. Essential Functions 1. Produce, develop, coordinate and televise community television programming as required by the City on WCCT, to include programs such as a weekly local news program, City Council and Commission meetings, City news reports, City projects, various community events and any other programming as may be required. 2. Coordinate production requests with MSAC Media Services Staff, developing production schedules and crew assignments. 3. Work with the MSAC Director of Television Production and Broadcasting to develop program schedule and daily log. 4. Design, create and produce professional quality television programs consistent with current trends and within production budgets. 5. Establish effective working relations with other municipal agencies, private organizations, community groups, and the cable operator, in overseeing the production, scheduling and cablecasting of local access programming. 6. Provide the Assistant City Manager and MSAC Director of Television Production and Broadcasting with monthly reports of activity, including copies of program logs, local production statistics and current production budget information. 7. Assist in the preparation of news releases covering City programs, projects, governmental activities and matters of general interest to the community. 8. Assist in the coordination and production of regular and special city publications, brochures and other related material. • Nonessential Functions 1. Act as chair and staff liaison to the City's Cable Communications Cooperative Board. 2. Assist in preparation for civic events and special programs. 3. Work..with Department Heads to establish community television system usage goals and objectives. • COMMUNITY TELEVISION PRODUCER Page 2 4. Prepare reports and make presentations before the City Council and community organizations on cable -related matters. 5. Receive and resolve cable -related inquiries and disputes from cable subscribers, users, and the cable operator. 6. Administer existing cable services and evaluate the costs and benefits of new cable services as they become available. 7. Assist with the interpretation, administration and enforcement of the City's Cable Ordinance and Franchise Agreement (1992 Cable Act/FCC Regulations). QUALIFICATIONS Required Rnowledges Working knowledge of directing complex multi -camera productions; broadcast and/or cable television station operation, including news programming; television production methods and procedures, including scripting, producing, shooting and post -production techniques; operation of commonly used broadcast equipment, including A/B roll editing systems; ENG and EFP operations. Experience: A minimum of three years experience in the field of public relations, telecommunications or the cable television industry with a strong background in hands-on production. Education: BA degree in public relations, communications, journalism, television production, or a related field is highly desirable. License: Valid California Driver's License required. MCOWWRO.CS
