A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING A LIST OF
ACTIONS THE CITY WILL CONSIDER IN THE PREPARATION
OF THE CITY'S TRIP REDUCTION ORDINANCE AS REQUIRED
BY THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT
WHEREAS, the City of West Covina is required to prepare a
Trip Reduction ordinance to reduce vehicle trips in the City; and
WHEREAS, this Trip Reduction Ordinance is a requirement of
the South Coast Air Quality Management District and the 1991
approved Air Quality Management Plan; and
WHEREAS the City has evaluated past and current actions to
determine the number of reduced trips the City could receive
pursuant to the Draft Handbook for Preparing a Local Government
Trip Reduction Ordinance, dated January 1993; and
WHEREAS, the City is committed to improving the air quality
of our valley employing actions that make economic and practical
sense for the City to implement using the air quality improvement
actions listed in the Draft Handbook and any other actions in the
approved 1991 Air Quality Management Plan that are cost-effective
for the City to use; and
WHEREAS, the City believes cities should have the flexibility
to employ air quality improvement actions that make sense to the
individual city; and
WHEREAS, the City believes a city should receive full credit
for the actions taken on any money spent by the City to improve air
quality rather than others receiving credit for the actions; and

WHEREAS, the City is of the opinion that the actions listed
in this resolution will achieve the required reductions of trips
pursuant to the guidelines in the Draft Handbook and in conjunction
with past and current programs; and
WHEREAS, the City is committed to considering any action for
the Trip Reduction Ordinance that makes sense to the City of West
Covina.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of West Covina will consider the following actions for the
required Trip Reduction Ordinance:
1. Bicycle and Pedestrian Improvements
Bicycle parking
Walkways and paths
2. Ridesharing
Multi -tenant trip reduction plans
3. Rideshare Support Facilities
• Transit improvements
4. Shuttle Services
Employment shuttles to transit facilities

5. Education and Information
Commuter information center
6. Land Use and Densification
Increase commercial densities around transit stations and
along transit corridors
Increase mixed use density around transit stations and
along transit corridors
7. Mixed Land Uses
Include residential uses in non-residential
S. Telecommuting
Home -based telecommuting programs
9. Delivery Services .
To residents and/or employment centers
