RESOLUTION NO. 8976
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING THE WEST COVINA CENTRAL
BUSINESS DISTRICT STREETSCAPE PLAN.
WHEREAS, it is the intent of the City of West Covina to create a distinctive
identity for the City's Central Business District; and
WHEREAS, the City has prepared a Downtown Streetscape Plan to create this
identity and achieve the following purposes:
1. Beautify the street system and improve environmental quality in the CBD.
2. Develop a system of pedestrian -oriented streets and walkways:
3. Recognize and delineate special districts within the downtown area such as the
Civic Center, The Plaza and The Lakes;
4. Develop a sense of "district" to unify several streets in the CBD;
5. Create a sense of arrival or entry into the CBD;
6. Create a streetscape that will act as a catalyst to continued "vitalization" and
economic growth; and
WHEREAS, it is intended that the elements of this plan will be implemented in
conjunction with public and private projects; and
WHEREAS, the City has conducted public workshops and meetings to allow
input into the plan; and
WHEREAS, the Planning Commission, upon giving the required notice, did on
the 25th day of May, 1993, conduct a duly advertised public hearing as prescribed
by law to consider the Streetscape Plan; and
WHEREAS, the Planning Commission recommended that the City Council
approve the Streetscape Plan by adopting Resolution No. 5-93-4169; and
WHEREAS, the City Council, upon giving the required notice, did on the 1st day
of June, 1993, conduct a duly advertised public hearing as prescribed by law to
consider the Streetscape Plan; and
WHEREAS, an initial study prepared for the subject project has disclosed that
the proposed project will not have a significant effect on the environment. A Negative
Declaration of Environmental Impact has been prepared for the proposed project
pursuant to the requirements of the California Environmental Quality Act of 1970, as
amended.
• NOW, THEREFORE, the City Council of the City of West Covina, does resolve
as follows:
SECTION NO. 1: After reviewing and considering all determinations, studies,
documents, and recommendations, as well as other appropriate public comments, the
City Council of the City of West Covina hereby approves the West Covina Central
Business District Streetscape Plan.
