RESOLUTION NO. 8975
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, CERTIFYING THE NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT FOR THE WEST COVINA CENTRAL
BUSINESS DISTRICT STREETSCAPE MASTER PLAN PURSUANT TO THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT OF 1970, AS AMENDED.
WHEREAS, the West Covina Central Business District Streetscape
Master Plan contains design concepts and development standards for
streetscape improvements that will enhance the appearance and
create a positive image for the City's Central Business District;
and
WHEREAS, the proposed project is considered a "project"
pursuant to the terms of the California Environmental Quality Act
(CEQA); and
WHEREAS, an initial study was prepared for said project; and
WHEREAS, based upon the findings of an initial study, it was
determined that the proposed project will not have a significant
impact on the environment and will not individually or cumulatively
have an adverse effect on wildlife resources, as defined in Section
711.2 of the Fish and Game Code; and
WHEREAS, a Negative Declaration of Environmental Impact was
prepared for the proposed project pursuant to the requirements of
the California Environmental Quality Act of 1970, as amended, and
determined that the project will not have not a significant adverse
effect on the environment; and
WHEREAS, the Planning Commission, upon giving the required
notice, did on the 25th day of May 1993, conduct a duly advertised
public hearing as prescribed by law to consider the Streetscape
Master Plan; and
WHEREAS, the Planning Commission has reviewed and considered
the information contained in the Negative Declaration of Environ-
mental Impact and has recommended certification; and
WHEREAS, the City Council, upon giving the required notice,
did on the 1st day of June, 1993, conduct a duly advertised public
hearing as prescribed by law to consider the Streetscape Plan; and
WHEREAS, the City Council has reviewed and considered the
information contained in the Negative Declaration of Environmental
Impact; and
WHEREAS, based on the evidence presented to the City Council,
both oral and documentary, the City Council finds as follows:
1. The policies, standards, and recommendations set forth in
the West Covina Central Business District Streetscape
Master Plan will not, in and of themselves, cause any
adverse impact on the environment.
2. At the time any implementing action occurs, a separate
initial study and environmental assessment will be
conducted.
NOW THEREFORE, the City Council of the City of West Covina
does hereby resolve as follows:

SECTION NO. 1: After receiving and considering all determinations,
studies, documents, and recommendations, as well as other
appropriate public comments, the City Council of the City of West
• Covina does hereby certify the Negative Declaration of Environ-
mental Impact which has been prepared and completed in compliance
with CEQA and State and Local guidelines, rules, regulations, and
procedures adopted pursuant thereto.
SECTION NO. 2: The City Clerk shall certify to the adoption of this
resolution.
