A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA SUPPORTING THE EAST
SAN GABRIEL VALLEY JOINT POWERS AUTHORITY'S
INTEGRATED GROWTH MANAGEMENT PROPOSAL TO THE
LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION
AUTHORITY (MTA)
• WHEREAS, cities throughout the East San Gabriel Valley
are faced with a number of State and Federal environmental mandates
such as the Federal Clean Air Act, California Clean Air Act, the
Congestion Management Program, the California Integrated Waste
Management Act, and the Federal Clean Water Act; and
WHEREAS, these mandates are not merely administrative
mandates but place significant new obligations on local governments
and require the adoption of numerous programs which are costly and
varied in nature and involve social and economic impacts on local
businesses and residents; and
WHEREAS, the City of West Covina recognizes that there is
lack of funding available to local governments from State and
Federal sources to finance all the requirements which have been
placed on local governments by the aforementioned environmental
mandates; and
WHEREAS, the East San Gabriel Valley Joint Powers
Authority (JPA) was formed in 1990 to achieve an economy of scale
for cities in the Valley so they could jointly address the
California Integrated Waste Management Act, and subsequently, the
California Clean Air Act and the Regional Air Quality Management
Plan; and
WHEREAS, from the standpoint of local government, this
"integrated" approach to environmental enhancement and mandate
compliance is superior, both in terms of cost effectiveness and the
effectiveness of improving the environment, to the single -purpose
efforts which only address one aspect of our environment.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST
COVINA DOES RESOLVE AS FOLLOWS:
Section 1. Endorses the East San Gabriel Valley Joint
Powers Authority's Integrated Growth Management proposal to the
Metropolitan Transportation Authority of Los Angeles County for
funding.
Section 2. Urges the MTA of Los Angeles County to
approve the East San Gabriel Valley Joint Powers Authority's
Integrated Growth Management proposal because it is cost effective
and beneficial economically and environmentally.
Section 3. Commits to cooperate in implementing the
Integrated Growth Management proposal by providing appropriate
staff time and coordination with affected community upon grant of
funding by the MTA.
