Resolution - 8932r RESOLUTION NO. 8932 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ESTABLISHING • GOALS, OBJECTIVES, MEMBERSHIP AND REPORT SCHEDULE FOR THE CITY ANTI -GRAFFITI TASK FORCE WHEREAS, the occurrence of graffiti vandalism continues to increase in the City; and WHEREAS, the areas of the City affected by graffiti vandalism continues to expand; and WHEREAS, the City spends approximately $200,000 per year to remove graffiti from public and private property; and WHEREAS, graffiti vandalism negatively impacts a community when it is allowed to exist or is tolerated; and WHEREAS, several individuals, groups, organizations, and government agencies are attempting to prevent or remove graffiti in the City; and WHEREAS, the City Council has expressed a concern to further examine all of this community's options to prevent and/or remove graffiti with the goal of having a coordinated community program that cost-effectively uses limited resources to prevent or remove this visual blight in the Community. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Covina does ordain as follows: A. Create the West Covina Anti -Graffiti Task Force to review the conditions in the City and make recommendations to the City Council on actions that may be taken to curb graffiti. B. Establish the membership to be to the extent possible representative of the following areas of interest: AREA OF INTEREST Caltrans Property owners who remove graffiti Real estate community Concerned residents Legal profession Police Schools Youth or youth services Chamber of Commerce VISION Foothill Transit The City Council may, at its discretion, appoint interested residents or business people from the City if it is determined another appropriate area of interest needs representation or a representative from an area of interest specified above cannot be found or is not willing to serve. is C. Establish the goal and objectives for the Task Force to be as follows: GOAL: Devise and recommend to the City Council a comprehensive anti -graffiti program to prevent and remove graffiti in the City of West Covina. M • • Objectives 1. Inventory and evaluate all operating programs to prevent graffiti in the City and Community. 2. Inventory and assess programs, legal processes, ordinances, and other options available to the City and Community to prevent graffiti. 3. Devise and recommend to the City Council programs with costs and funding sources that may be used to prevent graffiti. 4. Inventory and evaluate all operating programs to remove graffiti in the City and Community. 5. Inventory and assess programs, legal processes, ordinances, and other options available to the City and Community to effectively remove graffiti. 6. Devise and recommend to the City Council, programs with costs and funding sources that may be used to effectively remove graffiti. D. Require a final or progress report be submitted to the City Council for consideration ninety (90) days after the first Task Force meeting. E. The Task Force shall dissolve six (6) months after the effective date of this resolution unless the Task Force term is extended by the City Council by minute action.
