A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA CERTIFYING THE NEGATIVE DECLARATION OF
ENVIRONMENTAL IMPACT PREPARED FOR AMENDMENT NO. 254,
REVISIONS TO CITY COUNCIL RESOLUTION NO. 8648, REVISIONS
TO PLANNING COMMISSION RESOLUTION NO. 2513, AND A
PLANNING COMMISSION RESOLUTION FOR A LAND USE ANALYSIS
PROGRAM.
WHEREAS, on November 24, 1992, the Planning Commission adopted
Resolution No. 11-92-4119, initiating an amendment to the zoning
code, recommending certain changes to Planning Commission
Resolution No. 2513, recommending the City Council consider certain
changes to the City Council California Environmental Quality Act
(CEQA) Resolution No. 8648, and directing the preparation of a
Planning Commission Resolution for a Land Use Analysis Program, to
establish provisions, development standards and guidelines for a
transportation demand management (TDM) ordinance and a land use
analysis program (LUAP); and
WHEREAS, the Amendment No. 254, modifications to Planning
Commission Resolution No. 2513, updates to City Council CEQA
Resolution No. 8648, and preparation of a Planning Commission
Resolution for a Land Use Analysis Program are considered a project
pursuant to the California Environmental Quality. Act of 1970, as
amended; and
WHEREAS, an initial study was prepared for said project; and
WHEREAS, based upon the findings of the initial study, it was
determined that the project, in and of itself, could not result in
any potential adverse significant environmental impacts; and
WHEREAS, based upon the findings of the initial study, it was
further determined that the project will not individually or
cumulatively have an adverse effect on fish and wildlife as defined
in Section 711.2 of the Fish and Game Code; and
WHEREAS, a Negative Declaration of Environmental Impact was
prepared for the proposed project pursuant to the CEQA of 1970, as
amended; and
WHEREAS, the Planning Commission, upon giving the required
notice, did on the 12th day of January, 1993, conduct a duly
advertised public hearing as prescribed by law to consider the
subject request and environmental documents.
WHEREAS, after considering the proposed project and Negative
Declaration of Environmental Impact, the Planning Commission
recommended that the City Council certify the Negative Declaration
of Environmental Impact; and
WHEREAS, the City Council, upon giving the required notice,
did on the 2nd dday of February, 1993, conduct a fully advertised
public hearing.
NOW, THEREFORE, the City Council of the City of West Covina
does hereby resolve as follows:
SECTION NO. 1.: After receiving and considering all
determinations, studies, documents, and recommendations, as
well as other appropriate public and agency comments, the City
Council of the City of West Covina hereby certifies the
Negative Declaration of Environmental Impact.

SECTION NO. 2.: The City Council does hereby find that the
Negative Declaration of Environmental Impact has been
independently and thoroughly reviewed by staff, and represents
the independent judgment of the City.
SECTION NO. 3.: The City Clerk shall certify to the passage
of this resolution.
