A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING CORTEZ
PARK SPECIFIC AMENDMENT NO. 4.
WHEREAS, the City Council, on June 18, 1977, adopted the
Cortez Community Park Specific Plan; and
• WHEREAS, the park site is currently developed with amenities
which include a senior center, two baseball fields, a multi -purpose
field, tot lot and play area, picnic shelters, restroom facilities,
bocci ball courts, fire station and public parking; and
WHEREAS, the current Fire Station No. 2 is housed within a
converted horse barn which no longer is adequate to meet the needs
of today's community; and
WHEREAS, the City of West Covina initiated a request to build
an expanded fire station facility, with a training area, and build
a new parking lot; and
WHEREAS, on September 8, 1992, the Human Services and Senior
Citizens commissions conducted a duly noticed public hearing to
review the proposed park specific plan amendment and both
Commissions recommended that the Planning Commission recommend
approval of the project to the City Council; and
WHEREAS, on September 22, 1992, the Planning Commission, upon
giving the required notice did conduct a duly advertised public
hearing as prescribed by law to consider the proposed amendment;
and
WHEREAS, upon reviewing and considering the proposed amendment
the Planning Commission voted on September 22, 1992 to recommend to
the City Council that it adopt a resolution amending the Cortez
Community Park Specific Plan; and
WHEREAS, the City Council, upon giving the required notice did
on October 6, 1992, conduct a duly advertised public hearing as
prescribed by law to consider said amendment; and
WHEREAS, based on the evidence presented to the City Council,
both oral and documentary, the City Council finds as follows:
1. The proposed amendment is consistent with the City's General
Plan policy for development of a community park in West
Covina.
2. The proposed amendment is consistent with the General Plan
Environmental Quality Element which adopts, as a goal, "the
periodic evaluation of the facilities in parks."
3. The proposed amendment is planned and designed in a manner
which is consistent with the Cortez Community Park Specific
Plan prepared by the Department of Parks and Recreation.
4. The proposed amendment incorporates design features which
promote the appearance and safety aspects of the park and its
facilities.
5. An initial study was prepared for the proposed amendment and
has disclosed that although the proposed project could have a
significant effect on the environment, these effects have been
successfully reduced to a level of insignificance as
mitigation measures which have been incorporated into the
project's design and added as conditions of approval. A
Negative Declaration of Environmental Impact has therefore
been prepared for the proposed project.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of West Covina does hereby approve the Cortez Community Park
Specific Plan Amendment No. 4 to allow for the construction of a

new fire station facility, with a training yard, and a new parking
area subject to the following conditions:
a. Comply with Study Plan "A".
• b. A grading and drainage plan shall be submitted to the
City Engineer for review and approval prior to the
commencement of grading activity.
C. All grading shall comply with Chapter 9 of the West
Covina Municipal Code and Chapters 29 and 70 of the
Uniform Building Code.
d. Normal wetting procedures or other dust palliative
measures shall be followed during demolition and
excavation activities to reduce fugitive dust emissions
in order to meet AQMD Rule 403 requirements.
e. A landscape and automatic irrigation plan shall be
submitted to the Planning Department for review and
approval prior to the issuance of building permits or
grading permits.
f. Grading and construction activity shall comply with the
City's grading and noise ordinances.
g. Lighting on the site shall comply with Section 26-570 of
the West Covina Municipal Code and Planning Commission
Resolution No. 2513.
h. An eight -foot high decorative sound wall shall be
provided along the west property line where the existing
single-family residences are located.
i. Provide buffering planting material in the six-foot wide
planter area adjacent to the single-family residences
abutting the site to the west.
j. Barriers and warning signs shall be employed where
appropriate to maintain traffic and pedestrian safety
during grading and construction operations.
k. Replacement plantings shall be required, species and size
to be determined by the Planning Director, for all
removed significant trees in accordance with the City's
Tree Preservation Ordinance.
1. Plans for the temporary fire facility to be installed and
utilized during the temporary construction period shall
be submitted to the Planning Director and Building and
Safety Director for review and approval.
M. The project shall meet any and all monitoring or
reporting requirements necessary to ensure compliance
with the mitigation measures contained in the Negative
Declaration, as those may be determined. The project
construction will cease immediately upon written notice
of a violation of such requirements and that such a
provision may be made a part of any agreement with the
City.
FINALLY RESOLVED, the City Clerk shall certify to the adoption
of this Resolution.
