A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, CERTIFYING THE
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
FOR THE CORTEZ PARK SPECIFIC PLAN AMENDMENT
• NO. 4.
WHEREAS, the City Council on June 13, 1977, adopted a Specific
Plan of the City entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING THE
COMMUNITY PARK SPECIFIC PLAN ON CORTEZ
(RESOLUTION NO. 5473).
WHEREAS, the City of West Covina initiated a request for the
approval of a Specific Plan Amendment to allow for the construction
of a new fire station facility, with a training yard, and a new
parking area; and
WHEREAS, the proposed project is considered a "Project:
pursuant to the terms of the California Environmental Quality Act
(CEQA); and
WHEREAS, an initial study was prepared for said project; and
WHEREAS, based upon the findings of an initial study, it was
determined that although the proposed project could have a
significant effect on the environment, these effects have been
successfully reduced to a level of insignificance by mitigation
measures which have been incorporated as conditions of approval for
the project; and
WHEREAS, a Negative Declaration of Environmental Impact was
prepared for the proposed project pursuant to the requirements of
the California Environmental Quality Act of 1970, as amended, and
mitigation measures were included in said Negative Declaration in
support of the finding that there was not a significant effect on
the environment caused by this project; and
WHEREAS, the Planning Commission upon giving the required
notice, did on the 22nd day of September 1992, conduct a duly
advertised public hearing as prescribed by law to consider said
request and environmental documents; and
WHEREAS, the Planning Commission adopted a resolution
recommending that the City Council certify the Negative Declaration
of Environmental Impact for Cortez Park Specific Plan Amendment
No. 4; and
WHEREAS, the City Council, upon giving the required notice did
on October 6, 1992, conduct a duly advertised public hearing as
prescribed by law to consider said Negative Declaration.
NOW, THEREFORE, the City Council of the City of West Covina
does hereby resolve as follows:
1. After receiving and considering all determinations,
studies, documents, and recommendations, as well as other
appropriate public comments, the City Council of the City
of West Covina hereby certifies the Negative Declaration
of environmental Impact subject to compliance with the
mitigation measures incorporated therein as outlined
below:
