RESOLUTION NO. 8884—
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223
RELATING TO CLASSIFICATION AND COMPENSATION OF
POSITIONS, AS AMENDED, AND AMENDING RESOLUTION NO. 8610
RELATING TO MANAGEMENT SALARIES, AND APPROVING THE NEW
CLASSIFICATION FOR COMMUNITY DEVELOPMENT ADMINISTRATOR
AND REVISED CLASSIFICATION FOR POLICE COMMANDER
WHEREAS, the City has determined both current and future
need for the expertise of highly qualified management
• classifications; and
WHEREAS, the continuing efficient operation of specific City
departments depend upon the expertise of a Community Development
Administrator; and
WHEREAS, the Personnel Commission has reviewed and
recommends approval of the class specifications for Community
Development Administrator and Police Commander;
NOW, THEREFORE, the City Council of the City of West Covina,
California does resolve as follows:
SECTION 1. That the revised class specification for Police
Commander, attached and marked "Exhibit All, is hereby adopted.
SECTION 2. That the class specification for Community
Development Administrator, attached and marked "Exhibit B", is
hereby adopted.
SECTION 3. That a salary range for Community Development
Administrator of $5650 - 7627 is hereby adopted and Resolution
8610 relating to Management salaries is hereby amended.
SECTION 4. Resolution 7223, as amended, relating to
classification and compensation of positions, is hereby further
amended by this resolution.
SECTION 5. The effective date of this resolution is
August 18, 1992.
SECTION 6. The City Clerk shall certify to the adoption of
this resolution.

POLICE COMMANDER
MANAGEMENT
CLASS SPECIFICATION
JULY 1992
Job Summary
Under administrative direction of the Police Chief, manages and
coordinates the activities of a major division of the Police
• Department involving patrol, investigation, or support services
activities; assists and participates in the evaluation of
departmental problems, policies, and issues; may act in behalf of
the Police Chief during absences; and does related work as
required.
Essential Functions
1. Plans, organizes, develops, coordinates, and directs
division operations relating to police patrol,
investigations, training, jail, traffic, property/evidence
control, record keeping, crime prevention, or community
services.
2. Participates in the interviewing, selection, training, and
evaluation of employees.
3. Schedules, assigns, and coordinates division work activities
with those of other units, departments, and outside
agencies.
4. Identifies problems and develops recommendations for
improving the quality of police services.
5. Supervises the activities of assigned personnel and reviews
daily reports.
6. Directs investigations and special studies and the
preparation of news releases and statistical reports
requested by federal, state, and local agencies.
7. Directs and assists in the training of subordinate
personnel.
8. Attends staff and professional meetings.
Non -Essential Functions
1. Orders supplies, materials, and equipment for the division
and makes budgetary recommendations concerning needs of the
division.
2. May speak before community groups on Police Department
activities and policies.
Qualifications
Required Knowledges
Thorough knowledge of modern police administration, organization,
and development of personnel and equipment; obligations,
responsibilities, functions, and procedures of the Police
Department and the limitations upon its authority; modern patrol,
traffic, investigative, and management techniques; modern
techniques in police handling of juveniles and crime prevention
programs; records, communications, identification, and jail
procedures and techniques; criminal law, court procedure, rules
of related constitutional, legal, and court decisions affecting
police jurisdiction; police science, personnel administration,
training, and modern management practices.
Experience and Education
A combination of training, education and experience which
demonstrates an ability to perform the functions of the position.
This can be attained by the following:
Experience: Three years of experience at the rank of
Lieutenant, and
Education: Equivalent to a Bachelor's Degree in public or
business administration, psychology or coursework relating
• to police management. A Master's Degree or equivalent is
desirable.
Licenses
A valid Class C California Driver's License.

COMMUNITY DEVELOPMENT ADMINISTRATOR
Job Summary
• Under general direction of the City Manager/Executive Director of
the Redevelopment Agency, oversees and directs the activities and
programs grouped under the administrative area of Community
Development including the Planning Department, Redevelopment
Agency, and the Building and Safety Department; directs the
implementation of policies and the development of strategies for
community growth and development.
Essential Functions
1. Plans, develops, and administers community development
activities through subordinate department managers involved
in planning, redevelopment, code enforcement, building
inspection and permitting functions.
2. Serves as the Assistant Executive Director of the
Redevelopment Agency.
3. Advises the City Manager, City Council, Planning Commission
and higher levels of City management in matters relating to
a wide variety of community development matters.
4. Meets with members of the public, including local
developers, members of community groups, and advisory
committees to explain City policies, procedures, goals, and
objectives.
5. Negotiates agreements and resolves difficult community
development related problems and issues.
6. Coordinates community development activities among City
departments and between departments and outside agencies and
organizations.
7. May attend City Council, Redevelopment Agency and Planning
Commission meetings as needed; prepares reports and makes
presentations as needed.
8. Develops, implements and monitors goals and objectives for
functional areas of responsibility.
9. Directs the forecasting of funds needed for staffing,
equipment, materials and supplies; makes budgetary
adjustments and justifies expenditures.
10. Researches complex community development issues and prepares
a variety of comprehensive reports for review and
dissemination.
11. Participates as a member of the City management team.
Qualifications
Knowledge of:
principles and practices of municipal planning,
redevelopment and building programs
° methods of public agency administration
° legislation relating to housing, redevelopment and
urban planning
° principles of personnel administration, supervision and
training
° principles and practices utilized in public agency
budget preparation
° financing options for public projects.
Experience and Education
• A typical way to obtain the necessary qualifications would be
through attainment of:
° six years of progressively responsible administrative
or management experience in urban planning,
redevelopment, or a related field
equivalent to a bachelor's degree from an accredited
college with major work in urban planning, economics,
public administration or a related field. A master's
degree is desirable.
