Resolution - 8833• t RESOLUTION NO. 8833 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING TO CLASSI- FICATION AND COMPENSATION OF POSITIONS, AS AMENDED, AND APPROVING THE NEW CLASSIFICATION FOR WASTE MANAGEMENT ENFORCEMENT MANAGER. WHEREAS, the Waste Management Enforcement Agency has revised its organizational structure to utilize the position of Waste Management Enforcement Manager; and WHEREAS, the Personnel Commission has reviewed and recommends approval of the new class specification for Waste Management Enforcement Manager; NOW, THEREFORE, the City Council of the City of West Covina, California does resolve as follows: SECTION 1. That the class specification for Waste Management Enforcement Manager, attached and marked "Exhibit All, is hereby adopted. SECTION 2. That a salary range for Waste Management Enforcement Manager of $4457 - $6017 is hereby adopted. SECTION 3. Resolution 7223, as amended, relating to classification and compensation of positions, is hereby further amended by this resolution. SECTION 4. The effective date of this resolution is June 2, 1992. Serves as the Local Enforcement Agent for the California Integrated Waste Management Board. Supervision Received and Exercised Direction is provided by the City Manager. Exercises technical and functional supervision over Waste Management Enforcement Agency staff. Examples of Duties ° Responsible for implementation of the City's solid waste enforcement program. ° Responsible for ensuring that any landfill, materials recovery facility and/or transfer station in the City is operated and maintained in accordance with all laws and regulations. ° Recommend and direct remedial action if groundwater wells show evidence of contamination from landfill gas or contact with refuse. • Make applications for any required permits through the appropriate regulatory agency. ° Responsible for the landfill gas and groundwater monitoring programs. ° Review and track all monitoring data submitted by staff and take appropriate action to correct undesirable trends. ° Prepare the Waste Management Enforcement Agency budget and control appropriated funds to assure that expenditures are in compliance with the budget. ° Inspect various landfill, transfer station, and material recovery facility development projects. • Monitor all legislation, rules, regulations and laws affecting landfill operations and maintenance. • Review and evaluate employees' job performance and recommend appropriate personnel action. • Prepare formal reports and correspondence. Required Knowledges Knowledge of: the principles of physical, biological, and social sciences used in environmental health and safety; landfill management principles; landfill gas collection and groundwater monitoring systems; waste disposal methods; state and local laws and regulations governing public health and safety; environmental research and statistical methods; supervisory and management principles. Oualifications Any combination of training, education, and experience which demonstrates an ability to perform the duties of the position. A typical way to obtain the knowledge would be: Experience: Three years recent experience as a Registered Environmental Health Specialist in the area of landfill maintenance and operations. Local Enforcement Agent experience is desirable. is License: Possession of a valid certificate of registration as an Environmental Health Specialist issued by the State of California, Department of Health Services is required. Must possess Class 3 or "C" California driver's license. ct:ENVIRON.ENG
