Resolution - 8832• is RESOLUTION NO. 8832 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING TO CLASSI- FICATION AND COMPENSATION OF POSITIONS, AS AMENDED, AND APPROVING THE NEW CLASSIFICATION FOR UTILITY ACCOUNTS TECHNICIAN. WHEREAS, the Finance Department has revised its organizational structure to utilize the position of Utility Accounts Technician; and WHEREAS, the Personnel Commission has reviewed and recommends approval of the new class specification for Utility Accounts Technician; NOW, THEREFORE, the City Council of the City of West Covina, California does resolve as follows: SECTION 1. That the class specification for Utility Accounts Technician, attached and marked "Exhibit All, is hereby adopted. SECTION 2. That a salary range for Utility Accounts Technician of $2202 - $2676 is hereby adopted. SECTION 3. Resolution 7223, as amended, relating to classification and compensation of positions, is hereby further amended by this resolution. SECTION 4. The effective date of this resolution is June 2, 1992. City Attorney 119:1 A4,3KK1 Jennings, Herfert, McFadden, Wong City Cle Exhibit "A" • • City of West Covina CLASS SPECIFICATION APRIL 1992 UTILITY ACCOUNTS TECHNICIAN JOB SUMMARY Under general direction, performs a variety of complex duties involving the review, recording and reconciliation of utility billing and financial records; maintains detailed accounting records of customer accounts using sophisticated computer programs and equipment; performs a variety of duties so as to monitor and control the operation of the City's central computer system; and performs a variety of technical and skilled tasks in the operation of data processing equipment; and does related work as required. Representative Duties 1. Processes water usage data utilizing an established computer system for billing purposes; calculates water bills; posts payments into the computer; and maintains the city's Master Water Files. 2. Processes applications to set up new accounts; verifies accuracy; and enters data into the computer. 3. Processes orders for service discontinuance; verifies accuracy; and enters data into the computer. 4. Maintains and adjusts financial, fiscal and computer records; posts cash receipts, adjusts and reconciles accounts; and prepares the Monthly Journal for Water. 5. Supervises and participates in the ordering, printing, and mailing of the various types of water billings. 6. Documents meter exchanges; orders water reports and verifies meter reads from billing register reports. 7. Follows operations procedures specified in City and vendor manuals, and troubleshoots and diagnoses hardware and systems problems in City Hall and outlying City facilities. 8. Schedules and records computer runs; performs system backups; and operates data entry and data processing equipment. 9. Responsible for the bursting, decollating and distribution of all printed reports; maintains all operating records and logs. 10. Performs minor maintenance of equipment and reports the need for major repairs; and files and distributes materials. 11. Meets required schedules and deadlines; maintains magnetic tapes and library; maintains HP3000 printer; and performs other related duties as assigned. Utility Accounts Technician Class Specification Page 2 QUALIFICATIONS GUIDE • Training and Experience Any combination of experience and/or education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: *college level coursework in computer operations, programming and software applications, *two years experience in customer service, bookkeeping, and the preparation, maintenance and processing of detailed records, *two years recent increasingly responsible experience in the operation of various Hewlett Packard data processing equipment, and IBM compatible equipment, and related peripheral devices, preferably in the public sector, using equipment similar to that utilized by the City to allow effective job performance. *trade school or college education including computer sciences may be substituted for the above experience requirements on the basis of 1 year additional education being equivalent to six months experience. Knowledge Knowledge of the standard methods and practices involved in basic accounting principles and bookkeeping procedures and methods; record maintenance systems; and knowledge of the standard methods and practices involved in operating data processing equipment, including computers, peripheral devices, burster and data entry devices. Abilities Ability to perform a variety of accounting duties related to utility billing; perform related mathematical calculations; accurately count, record and balance cash transactions; operate data processing equipment, including computers, peripheral devices, burster and data entry devices; ability to understand and follow oral and written instructions; and establish and maintain effective working relationships with supervisors and fellow employees.
