A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, UPHOLDING THE
DECISION OF THE PLANNING COMMISSION AND
DENYING SIGN ADJUSTMENT NO. 1.
WHEREAS, there was filed with the City, a verified application
• on the forms prescribed by the Municipal Code requesting approval
of a sign adjustment under the provisions of Chapter 26, Article VI
of the West Covina Municipal Code,
on that certain property described as follows.:
A portion of, Parcel 1 of Parcel Map No. 17335, as per map
recorded in Book 191, Pages 26 and 27 of maps in the office of
the County Recorder of Los Angeles County, State of
California; and
WHEREAS, the Sign Review Board, upon reviewing the signage
proposal, referred the matter to the Planning Commission for review
and consideration; and
WHEREAS, the Planning Commission, upon giving the required.
notice, did on the 13th day of January, 1992, conduct a duly
advertised public hearing as prescribed by law and denied said
application; and
WHEREAS, the action of the Planning Commission was appealed by
the applicant after proper legal notice to the February 18, 1992,
City Council meeting for hearing and consideration and was finally
continued to May 5, 1992; and
WHEREAS, studies and investigations made by this Commission
and in its behalf reveal the following facts:
1. The applicant is requesting approval of a sign adjustment to
allow the installation of a 115-square foot, multi -colored
sign with exposed neon accents on the front, side and rear of
the building.
2. The business contains 8,600 square feet of floor area and is
located in a shopping center in the "Neighborhood -Commercial
(N-C)" zone.
3. The sign complies with the size requirements of the Zoning
Code.
4. A sign criteria, which establishes standards for signage at
the West Covina Village Shopping Center, was approved for the
center.
5. The sign proposal does not comply with the approved plexiglas
colors, as specified in the adopted sign criteria.
6.- According to the approved sign criteria, a sign comprised of
any color not listed as an approved color or multiple color
combinations are subject to review on a per case basis.
7. The City has not received written verification indicating that
the proposed design and colors has been established as a logo
or trademark for the business.
8. This project is a Categorical Exemption, Class 11, in that it
involves the construction or placement of a minor structure
(on -premise sign) which is accessory to an existing commercial
facility.

NOW, THEREFORE, the City Council of the City of West Covina
does resolve as follows:
1. On the basis of the evidence presented, both oral and
documentary, the City Council does resolve as follows:
a. The proposed signage conforms to the Zoning Code with
regard to size, but proposes the use of pink which is not
identified as an approved plexiglas color in the adopted
sign criteria for the shopping center. Approved colors
for the center are: red, white, orange, yellow, and
blue. The proposed colors conflict with the stated
intent of the sign criteria which is, "to achieve a
visually coordinated, balanced and appealing signage
environment at the West Covina Village Community Shopping
Center." Approval of this sign proposal will set a
precedent for allowing deviations from the sign program
and will create inequities among tenants in the center.
b. The proposed multiple -color combination of pink, yellow
and white with exposed neon accents of pink and turquoise
blue are not appropriate for installation on the red
brick fascia of the shopping center. All other brick -
mounted signage at the center are comprised of a single
color, with the majority of signs in white. A sign
comprised of the proposed colors are incongruous with the
red brick facade and the architectural style of the
entire center.
2.. That pursuant to all of the evidence presented, both oral and
documentary, and further based on the findings above, the
appeal of Sign Adjustment No. 1 is denied.
3. The City Clerk shall certify to the adoption of this
Resolution.
