RESOLUTION NO. 8811
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
FINDING THAT PHASE I SHORTAGE OF THE CITY'S WATER
CONSERVATION ORDINANCE IS NO LONGER IN FORCE AS OF APRIL 1,
1992 AND RESCINDING RESOLUTION NO. 8629.
WHEREAS, there were five consecutive years of drought conditions in California,
and
WHEREAS, in order to conserve water the Metroplitan Water District of Southern
California (M.W.D.) adopted a Water Conservation Plan in November 1990, and
WHEREAS, the Conservation Plan consists of five stages with Stage I being 10%
Voluntary Reduction in water useage and Stages II, III, IV and V being Mandatory
5%, 10%, 15% and 20% reductions in water useage respectively, and
WHEREAS, MWD placed into effect Stage I on December 1, 1990, Stage III
effective on February 1, 1991, and Stage V effective March 1, 1991, and
WHEREAS, the City Water Department receives all its water from M. W.D. and
consequently the City had to adopt its own water conservation plan and
WHEREAS, the City Council on January 14, 1991 adopted an Urgency Ordinance
No. 1867 adding Article VII to Chapter 23 of the Municipal Code providing for
Emergency Water Conservation Measures; and
WHEREAS, the City's Emergency Water Conservation Measures provides three
phases for conservation and
WHEREAS, in order to implement any portion of this ordinance a Public Hearing
must be held, and
WHEREAS, on February 11, 1991, a Public Hearing was held and Resolution No.
8629 was adopted which implemented Phase I of the City's conservation measures
and
WHEREAS, due to above normal rainfall this year, the MWD is rescinding its Stage
V conservation measure and reverting to Stage I, which is 10% voluntary
conservation.
NOW, THEREFORE, the City Council of the City of West Covina does resolve as
follows:
Section 1. That the City Council finds that the drought situation has eased and that
Phase I of the City's conservation measures is no longer required and
should be rescinded.
Section 2. That the City Council adopt this resolution and revert to a 10%
voluntary conservation plan as adopted on May 14, 1990 in Resolution
No. 8508 which was in effect prior to the adoption of the City's
Emergency Water Conservation Measures.
Section 3. The City Clerk shall certify to the passage and adoption of this
resolution and the same shall thereupon take effect and be in force.
