RESOLUTION NO. 8796
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, APPROVING
AMENDMENT NO. 7 TO THE EAST HILLS SPECIFIC
PLAN. (Goldrich and Kest Industries, NEC Grand
Avenue and Holt Avenue)
WHEREAS,, there was filed with the City of West Covina a
request to reconsider the East Hills Specific Plan land use
designation from:
"Suburban Residential'(2.1-4.0 du/ac) to "Medium Residential
(8.1-15.0 du/ac)."
on that certain property generally described as follows:
Assessor Parcel Nos. 8277-001-012, and 8277-001-013, as
shown on the latest rolls of the Los Angeles County Tax
Assessor; and
WHEREAS, the applicant has also requested a textual amendment
to page 11 of the East Hills Specific Plan; and
WHEREAS, currently the text reads*as follows:
Policy: Multiple residential zoning and housing types
should not be expanded in the East Hills. Existing
multiple residential zoning should be rolled back if
possible.
WHEREAS, the proposed text will read as follows:
Policy: Multiple -family residential zoning and housing types
should not be expanded in the East Hills unless there is
adherence to certain locational and land use criteria. The
following criteria are intended to ensure compatibility with
both intense land uses such as the freeway, .--,principal and
minor arterial, commercial uses and lower intensity land uses
such as single-family residential development.
a. Site Characteristics
i. The site should be located adjacent
to or in close proximity to the San
Bernardino (I-10) Freeway with no
single-family residential develop-
ment separating it from said free-
way.
ii. The site should also be adjacent to
a principal or minor arterial as
identified in the Master Plan of
Streets and Highways.
b. Performance standards
i. Multiple -family residential
development shall be designed in
such a manner as to maintain and/or
enhance the character of the sur-
rounding neighborhood. This shall
include but not be limited to
architectural style, setbacks,
landscaping and open space areas.

ii. Access to multiple -,family residen-
tial developments shall not include
multiple driveways from local resi-
dential streets."
WHEREAS, the aforesaid applicant has also submitted requests
for a General Plan Amendment from "Suburban Residential (2.1-4.0
du/ac)" to "Medium Residential" and a housing element textual
amendment, and a zone change from "Residential -Agricultural (R-A),
Area District IV" to "Low Density Residential (MF-15);" and
NOW THEREFORE, The City Council of the City of West Covina,
California, does resolve as follows:
SECTION NO. 1: Based on the evidence, both oral and documen-
tary, East Hills Specific Plan Amendment No. 7 is approved by
the City Council, changing the land use designation from
"Suburban Residential (2.1-4.0 du/ac) to "Medium Residential
(8.1-15.0 du/ac)" (Exhibit 1 incorporated by reference), and
the aforereferenced textual amendment (Exhibit 2 incorporated
by reference).
SECTION NO. 2: Said approval is contingent upon approval of
General Plan Amendment No. I-92-14 being processed
concurrnetly.
SECTION NO. 3: An Environmental Impact Report has been
prepared in accordance with the California Environmental
Quality Act of 1970, as amended.
SECTION NO. 4: The City Clerk shall certify to the passage of
this resolution.
