RESOLUTION NO. 8777
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, 'CALIFORNIA, ADOPTING THE FINAL DRAFT OF THE SOURCE
REDUCTION AND RECYCLING ELEMENT AS PART OF THE WEST COVINA
GENERAL PLAN.
WHEREAS, the Government Code requires all cities in the
State to divert waste from landfills by 25% by the year 1995 and
50% by the year 2000; and
WHEREAS, in accordance with State requirements, the City
has developed a Source Reduction and Recycling Element to comply
with these requirements; and,
WHEREAS, a series of public hearings have been held to
receive input from citizens, City staff, City commissions, the
Los Angeles County Local Task Force, the California Integrated
Waste Management Board, and other State Agencies; and,
WHEREAS, the Final Draft of the Source Reduction and
Recycling Element has incorporated the comments and changes
directed by the City Council pursuant to these hearings,
WHEREAS, based upon an initial study conducted for the
Source Reduction Recycling Element, it was determined that the
project would not result in any potential adverse significant
environmental impacts and a Negative Declaration of Environmental
Impact was prepared; and
WHEREAS, after considering the Source Reduction and
Recycling Element at a duly advertised public hearing on January
13, 1992, as prescribed by law, the Planning Commission recommended
that the City Council adopt the Source Reduction and Recycling
Element; and,
WHEREAS, after considering the Source Reduction and
Recycling Element at a duly advertised public hearing on January
16, 1992, as prescribed by law, the Waste Management and
Environmental Quality Commission recommended that the City Council
adopt the Source Reduction and Recycling Element; and
WHEREAS, the City Council of the City of West Covina has
conducted a duly advertised public hearing on February 4, 1992, as
prescribed by law;
NOW, THEREFORE, the City Council of the City of West
Covina does resolve as follows:
SECTION NO. 1: After receiving and considering all
determinations, studies, documents, and recommendations,
as well as appropriate public and agency comments, the
City Council of the City of West Covina does hereby adopt
the Source Reduction and Recycling Element of the West
Covina General Plan.
SECTION NO. 2: The city Clerk shall certify to the
adoption of this Resolution.
