A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, CERTIFYING THE NEGATIVE DECLARATION OF
ENVIRONMENTAL IMPACT PREPARED FOR THE SOURCE REDUCTION AND
RECYCLING ELEMENT AND THE HOUSEHOLD HAZARDOUS WASTE ELEMENT OF
THE CITY OF WEST COVINA GENERAL PLAN.
WHEREAS, the Government Code requires all cities in the
State to divert waste from landfills by 25% by the year 1995 and
50% by the year 2000; and
WHEREAS, in accordance with State requirements, the City
has developed a Source Reduction and Recycling Element and a
Household Hazardous Waste Element as part of its response to the
waste crisis; and,
WHEREAS, the Source Reduction and Recycling Element and
the Household Hazardous Waste Element are considered a project
pursuant to the California Environmental Quality Act of 1970, as
amended; and
WHEREAS, based upon the findings of an initial study
conducted for the Source Reduction and Recycling Element and the
Household Hazardous Waste Element, it was determined that the
project would not result in any potential adverse significant
environmental impacts and a Negative Declaration of Environmental
Impact therefore was prepared; and
WHEREAS, after considering the environmental evaluation
of the Source Reduction and Recycling Element and the Household
Hazardous Waste Element at a duly advertised public hearing on
January 13, 1992, the Planning Commission recommended that the City
Council certify the Negative Declaration of Environmental Impact
prepared therefore; and
WHEREAS, based on the evidence presented to the- City
Council, both oral and documentary, the City Council finds as
follows:
1. The project involves adoption of the Source
Reduction and Recycling Element and the Household
Hazardous Waste Element.
2. The policies and implementation programs set forth
in the document will not, in and of themselves,
cause any adverse impact on the environment.
3. At the time any implementing action occurs a
separate initial study and environmental assessment
may be conducted.
4. There will be no significant impacts on fish and
wildlife species in the State of California as a
result of this project.
NOW, THEREFORE, the City Council of the City of West
Covina does hereby.resolve as follows:
SECTION NO. 1.: After receiving and considering all
determinations, studies, documents, and recommendations,
as well as other appropriate public and agency comments,
the City Council of the City of West Covina hereby
certifies the Negative Declaration of Environmental
Impact.
SECTION NO. 2: The City Clerk shall certify to the
adoption of this Resolution.
