A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, SUPPORTING
THE URBAN WATER CONSERVATION BEST
MANAGEMENT PRACTICES (BMP) AND APPROVING
PARTICIPATION IN THE MEMORANDUM OF
UNDERSTANDING (MOU) REGARDING URBAN WATER
CONSERVATION IN CALIFORNIA.
WHEREAS, the economy, quality of life and environment of the State of California
all depend in large part upon the water resources of the State; and
WHEREAS, the present distribution of the State's water resources is inadequate to
meet demands for urban water users and environmental protection; and
WHEREAS, the State Water Resources Control Board ("State Board") has the
responsibility to oversee both water rights and water quality, subject to mandates of Federal
and State laws and the Constitution of the State of California, and has attempted to allocate
water resources in such a way as to meet that responsibility through the Bay/Delta
Proceedings; and
WHEREAS, in an effort to assist the State Board in its determination of the quantity
of water that can reliably be saved through proven urban water conservation measures, a
consensus was reached involving environmental organizations, urban water suppliers, the
California Department of Water Resources, and other interested parties; and
WHEREAS, that consensus is embodied in the BMPs, which all urban water suppliers
statewide are now asked to implement through procedures set forth in MOU; and
WHEREAS, it is the general policy of the City of West Covina Water Department to
promote the conservation and wise use of water by its customers;
NOW, THEREFORE, the City Council of the City of West Covina does resolve as
follows:
SECTION 1. That Mayor Richard N. Jennings is authorized to sign the
Memorandum of Understanding and represent the City of West Covina at a local signing
ceremony should one be held.
SECTION 2. The City Clerk shall certify to the passage and adoption of
this resolution and the same shall thereupon take effect and be in force.
