A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING
TO CLASSIFICATIONS AND COMPENSATION, AS AMENDED, AND
APPROVING THE REVISED CLASS SPECIFICATION FOR SENIOR
COMMUNICATIONS OPERATOR.
WHEREAS, the Communications Department has changed the requirements
in the class specification for Senior Communications Operator; and
WHEREAS, the Personnel Commission has reviewed and recommends
approval of the revised class specification for Senior Communications
Operator;
NOW, THEREFORE, the City Council of the City of West Covina,
California does resolve as follows:
SECTION I. The revised class specification for Senior
Communications Operator, attached and marked "Exhibit A" is hereby adopted.
SECTION 2. Resolution 7223, as amended, relating to classification
and compensation of position as amended, is hereby further amended by this
resolution.
SECTION 3. The effective date of this resolution is February 1,
1990.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution.

10. May serve as training officer; conducts training of personnel; writes
evaluations and makes recommendations regarding training procedures.
11. May act as a relief dispatcher and serves as a backup dispatcher during
emergencies or peak load periods.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school or its equivalent; must have attained "C" step
and have two years of experience as a Public Safety Dispatcher with the City
of West Covina, or within the past five years, must have a minimum of two
and one-half years continuous, satisfactory service as a Public Safety
Dispatcher in a County Sheriff of Municipal Police/Fire Communications
Center. I
Knowledges and Abilities
Knowledge of Communications Center procedures; switchboard and computer
operations; supervision and training techniques; ability to react quickly
and think clearly in emergencies; record spoken information legibly and
accurately; broadcast instructions with clear enunciation in a well
modulated voice; supervise subordinates with tact and harmony; maintain
effective working relations with others.
Skills: ability to type 35 words per minute.
Special Working Conditions
May be assigned to any one of three shifts; day, swing or graveyard.

SENIOR COMMUNICATIONS OPERATOR
JOB SUMMARY
• Under general direction, acts as a Communications Center Watch Supervisor in
the absence of the regularly assigned Supervisor; trains personnel;
dispatches police, fire, or other city or contract vehicles; maintains radio
contact and status of each vehicle in the field; operates a computer
terminal; operates a telephone switchboard, giving general information to
callers and making necessary connections with other departments; and does
related work as required.
Representative Duties
1. Serves on a shift basis as a dispatcher in the Communications Center;
receives calls by telephone or radio.
2. Dispatches appropriate fire, police or other city and contract
equipment as needed to handle reported emergencies in the field.
3. Maintains radio contact with units at all times during shift
assignments and sends needed or requested assistance as indicated.
4. Maintains a continuous current record of the status of all mobile
units, indicating the disposition of each by mechanical or other means.
5. Operates a switchboard; receives calls of a general nature, gives
appropriate information to callers and routes calls to their proper
destination.
6. Updates Communications Center's Reference files and Records as
required.
7. May maintain supervisors and attendance logs and prepare work schedule.
8. May coordinate and monitor the repair of City owned communications
equipment and systems.
9. May be required to program pagers, alarms or vocal alarms; locate
problems within the system and make appropriate notification.
