RESOLUTION NO. 6032
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, RECITING THE FACT
OF A SPECIAL MUNICIPAL ELECTION HELD IN THE
CITY OF WEST COVINA ON NOVEMBER 6, 1979, AND
DECLARING THE RESULTS THEREOF AND SUCH OTHER
MATTERS AS ARE PROVIDED BY LAW.
WHEREAS, on August 13, 1979, the City Council of the City
of West Covina adopted Resolution No. 5982 calling and giving notice
of a Special Municipal Election to be held in the City of West Covina
on Tuesday, November 6, 1979, and ordered that said Special Municipal
Election be consolidated with the statewide Special Election to be held
on the same date; and
WHEREAS, on August 13, 1979, the City Council of the City
of West Covina adopted Resolution No. 5983 requesting the Board of
Supervisors of the County of Los Angeles to consolidate said Special
Municipal Election with the statewide Special Election to be conducted
by the Registrar -Recorder's Office, County of Los Angeles, pursuant to
Section 23302 of the Elections Code, State of California; and
WHEREAS, said Special Municipal Election was called under
the requirements and provisions of the laws relating to General Law
Cities in the State of California, to submit to the qualified voters
of said city a proposition relating to an appointive City Clerk and
appointive City Treasurer; and
WHEREAS, notice of said election was duly and regularly given
. in the time, form, and manner provided by law, that voting precincts
were properly established, that election officers were present and
appointed and that in all respects said election was held and conducted
and the votes cast thereat; received and canvassed and the returns made
and declared in time, form, and manner as required by the provisions
of the Elections Code, State of California, for the holding and conduc-
ting of elections in General Law cities; and
WHEREAS, on the loth day of December, 1979, at the hour of
7:30 PM, the City Council of the City of West Covina duly assembled
at its usual place of meeting and has received the certification of
the Registrar -Recorder, County of Los Angeles, and as a result thereof,
finds that the total number of votes cast, and the number of votes
cast in favor of or opposing said proposition, and other matters' re-
quired by law to be stated here.i.nafter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
DOES RESOLVE AS FOLLOWS:
SECTION']. That there were established sufficient voting
precincts for the purpose of holding said election consisting of the
consolidation of the regular election precincts in the City of West
Covina as established for the holding of state, county and local
elections.
• SECTION 2. That said Special Municipal Election was held
for the purpose of submitting to the qualified voters the following
question:
SHALL THE OFFICES OF CITY CLERK AND CITY TREASURER
BE APPOINTIVE?
SECTION 3. That the whole number of votes cast in said city
(except absent voter ballots) was 11,576. The whole number of absent voter
ballots cast was 396 making a total of 11,972 votes cast in said city.
SECTION 4. That the total number of votes cast favoring or opposing
the proposition was as follows:

SECTION 5. The City Council of the City of West Covina does declare
and determine that Proposition U was defeated.
SECTION 6. That the Official Canvass of the Votes Cast For and
Against Proposition U for the West Covina Special Municipal Election, as
submitted by the Registrar -Recorder, County of Los Angeles, is attached
hereto, marked as Exhibit "A'.
