A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING GENERAL
PLAN AMENDMENT NO-. 1979-2 AND CERTIFYING
• ENVIRONME14TAL IMPACT REPORT NO. 1,979-6 AS IT
PERTAINS THERETO.
THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
WHEREAS, the City of West Covina Redevelopment Agency,
with the knowledge and concurrence of the property owner of the
property described below, have requested the City of West Covina
to reconsider the land use designation of said property as set
forth in the General Plan from "Medium High Density Residential"
and "Park" to "Service/Neighborhood Commercial";; -;_arid
WHEREAS, said property (12.2 acres) bounded on the
north by Garvey Avenue and the San Bernardino Freeway, on the
east, south and west generally by single family residential
development along Baymar Street, Norma Avenue, and Juniper Street,
respectively, as well as apartment development immedicately to the
west on Garvey Avenue, is presently designated by the General Plan
as "Medium High Density Residential" and "Park"; and
WHEREAS, the Planning Commission on November 14, 1979,
conducted a duly advertised public hearing to consider the pro-
posed General Plan Amendment No. 1979-2 (Land Use Element); and
• WHEREAS, a written and oral reports prepared by the
Planning staff dated November 14, 1979, disclosed the following:
1. That conditions had changed since the existing
General Plan designation warranting an amend-
ment of said Plan.
2. That the proposed land use designation would be
consistent with the goals, policies, and objectives
of the City's General Plan.
3. That the proposed land use designation was com-
patible with existing and proposed land uses.
Said findings are-,,suppdr.ted-�by the"?.following=facts:
1. The data and analysis fdr the General Plan
adopted in 1977, were begun in late 1974 and
early 1975. Thus, the period of change in the
socio-economic picture had been nearly five
years.
2. The site in question had been part of the 1969
Plan's "Core Area". The 1977 Plan called for:
"Monitoring of the former core area should
continue so that any changes in the socio-
economic environment could be readily identi-
fied. Such monitoring should also be utilized
to generate any amendments to the Plan that
would result in expansion of the core area."
(referring to new smaller 1977 core area)
3. General Plan called for expansion of Redevelopment
activity in Phase II of the Central Business District
has necessitated finding new sites for those mer-
chants in that area to relocate:'..
4. There.is a need to maintain and create new job
markets in West Covina due to increases in trans-
portation costs and expansion of the City's popu-
lation.
5. There is a need to balance and encourage new revenue
sources to provide a City service:
6. The Precise Plan process of the City of West Covina
will assure that future development of the site takes
place in a manner compatible with surrounding areas
and does not adversely impact or be adversely impacted
by surrounding developments and residents..
WHEREAS, the Planning Commission adopted Resolution No.
11-79-3005 recommending that the City Council certify Environmental
Impact Report No. 1979-6 as it relates to General Plan Amendment
No. 1979-2, and Zone Change No. 546; and
WHEREAS, the Planning Commission adopted Resolution No.
11-79-3006 recommending that the City Council adopt General Plan
Amendment.No. 1979-2 (Land Use Element) changing the land use
designation from "Medium High Density Residential" and "Park" to
"Service/Neighborhood Commercial"; and
WHEREAS, the.City Council of the City of West Covina
• conducted a duly advertised public hearing on General Plan Amend-
ment No. 1979-2 (Land Use Element), and as a result of investiga-
tions and studies in its behalf supported the findings of the
Planning Commission and concluded.that the proposed amendment is
consistent with the goals and policies of the City's adopted
General Plan and would.not have an adverse socio-economic, or
environmental impact; and
WHEREAS, Zone Change No. 546 will be before the City
Council for public hearing at a future time.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
does hereby adopt General Plan Amendment No. 1979-2 and certify
Environmental Impact Report No. 1979-6 as it relates thereto as
being in compliance with the requirements of the California
Environmental Quality Act'of 1970 as amended.
BE IT FURTHER RESOLVED, that the City Clerk shall certify
to the adoption of this resolution. .
