A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, ADOPTING
GENERAL PLAN AMENDMENT NO. 1979-1 AND
CERTIFYING ENVIRONMENTAL IMPACT REPORT
• NO. 1979-6 AS IT RELATES THERETO.
THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
WHEREAS, the City of West Covina Redevelopment Agency
and Daisy XVI Associates, Ltd., owner and prospective developer
of the property described below, have requested the City of West
Covina to reconsider the land use designation of said property
as set forth in the General Plan from "Park" to "Medium High
Density and/or Office Professional"; and
WHEREAS, said property (13.5 acres) bounded on the
northeast by the City of West Covina corporation yard, on the
southeast by Sunset Avenue, on the southwest by the Queen of the
Valley Hospital, and a medical office building, and on the north-
west generally by the Los Angeles County Flood Control Channel,
is presently designated by the General Plan as "Park"; and
WHEREAS, the Planning Commission on November 14, 1979,
conducted a duly advertised public hearing to consider the pro-
posed General Plan Amendment No. 1979-1 (Land Use Element); and
WHEREAS, a written and oral reports prepared by the
Planning staff dated November 14, 1979 disclosed the following:
• 1. That conditions had changed sincethe.ekisting
General Plan designation warranting an amend-
ment of said Plan.
2. That the proposed land use designation would be
consistent with the goals, policies, and ob-
jectives of the City's General Plan.
3. That the proposed land use designation was com-
patible with existing and proposed land uses
Said findings are supported by the following facts:
1.
A need exists for .greater multiple residential
housing in the City and said Amendment would
provide a net increase of 16 permitted units
above that which exists prior to its adoption.
2.
The site in question is and has been used as
a school, and office parking area for over
25 years.
3.
There are no feasible methods of financing the
acquisition, development, and maintenance of

the site for park purposes.
4.
Those areas of the site presently used for
active recreation activities by the citizens
of West Covina will ultimately be retained
through a transfer of density.
5. The site is totally surrounded by more intensive
uses and the proposed change in land use desig-
nation will not impact on existing residences
and developments.
• 6. The existing public infra structure streets,
utilities, parks, schools, and other public
services can accommodate the potential develop-
ment of.this site with the land use, as redesig-
nated on the General Plan.
7. The Precise Plan process of the City of West
Covina will assure that future development of the ..
site takes place in a manner compatible with sur-
rounding areas and does not adversely impact or
be adversely impacted by surrounding developments.
WHEREAS, the Planning Commission adopted Resolution No.
11-79-3000 recommending that the City Council certify Environmental
Impact Report No. 1979-.6 as it relates to General Plan Amendment
No. 1979-1, Zone Change No. 545, Precise Plan of Design No. 7.40,
and Tentative Parcel Map No. 12870; and
WHEREAS, the Planning Commission adopted Resolution
No. 11-79-3001 recommending that the City Council adopt General
Plan Amendment No. 1979-1 (Land Use Element) changing the land
use designation from "Park" to'Medium High Density Residential
and/or Offices"; and
WHEREAS, the City Council of the City of West -Covina
• conducted a duly advertised public hearing on General Plan Amend-
ment No. 1979-1 (Land Use Element) and as a result of investiga-
tions and studies in�.Ats behalf supported the findings of the
Planning Commission and concluded that the proposed amendment
is consistent with the goals and policies of the City's adopted
General Plan and would not have an adverse socio-economic, or
environmental impact; and
WHEREAS, Zone Change No. 545, Precis& Plan of Design
No. 740, and Tentative Parcel Map No. 12870 will be before the
City Council for public hearing at a future time.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
does hereby adopt General Plan Amendment No. 1979-1 and certify
Environmental Impact Report No. 1979-6 as it relates thereto as
being in compliance with the requirements of the California
Environmental Quality Act of 1970 as amended.
BE IT FURTHER RESOLVED, that the City Clerk shall
certify to the adoption of this resolution.
