Resolution - 6029RESOLUTION N0. 6029 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE CLASS SPECIFICATIONS FOR METER READER AND WATER MAINTENANCE SUPERVISOR.,.-.AMEN.D:IN:G SECTION 3 OF • RESOLUTION NO. 5953 RELATING TO THE CITY'S BASIC PAY RANGE STRUCTURE AND AMENDING SECTION 2 OF RESOLUTION NO. 5955 RELATING TO THE SALARY STRUCTURE FOR DEPARTMENT HEAD AND MANAGEMENT EMPLOYEES. The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board, the classification specifications for: a. Meter Reader, and b. Water Maintenance Supervisor, attached hereto and marked Exhibit A and B, and by this reference incorporated herein, are hereby adopted. SECTION 2. Section 3 of Resolution No. 5953 relating to the City's Basic Pay Range Structure of compensation for the classi- fied service is hereby amended to include the class of Meter Reader at the range of S-2a, $871.66 t.$1049.38. SECTION 3. Section 2 of Resolution No. 5955 relating to • the City's salary structure for department head and management employees is hereby amended to include the class of Water Maintenance Supervisor at the range of DHR-D, $1300 to $2500. SECTION 4. The City Clerk shall certify to the adoption of this resolution. Representative Duties Reads residential, commercial and industrial water meters on an assigned route and schedule; records readings and subtracts previous readings from the new'to determine water consumption; prepares necessary books and reports for billing and mailing; inspects and tests meters for proper operation; repairs physical defects in water meters and fix- tures such as water leaks, faulty connections, and broken glass; per- forms routine maintenance including cleaning of meter boxes and removal of debris and foliage from around fixtures; assists in the replacement and installation of water meters and related fixtures; turns water on and off as directed. Work includes public contact in complaint situa- tions. Qualifications Guide Training and Experience Graduation from high school or equivalent, and some work experience that could likely provide the required knowledge and abilities. • Knowledge and Abilities Ability to understand and follow written and oral instructions; ability to read gauges and record figures accurately and legibly; ability to make simple arithmetical computations; must possess the physical stamina necessary to walk long distances; ability to es- tablish and maintain effective working relationships with the public and fellow employees. Licenses A valid California Class 3 Drivers License. 0 EXHIBIT B CITY OF WEST COVINA CLASS SPECIFICATION DECEMBER 1979 SALARY RANGE DHR-D WATER MAINTENANCE SUPERVISOR Job Summary Under administrative direction - assists in the organizing, assigning, and supervising of the work of employees in the Water and Sewer Divi- sion; performs other related work as required. Representative Duties Organizes, schedules, and makes work assignments to subordinate em- ployees and crews engaged in the operation, construction, and mainten- ance of water production pumping stations, storage reservoirs, distri- bution systems, water service connections and sanitary sewage collection systems; trains, supervises, and evaluates subordinate personnel; makes field inspections of work in progress; responsible for record keeping functions for time, material and costs; assists in the formulation of budgets for equipment, material and personnel; prepares reports and correspondence; resolves complaints; and ensures that all safety and health regulations are observed. Qualifications Guide Training and Experience Any combination of experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledae and abilities would be: Experience Four years of increasingly responsible experience in the operation, • construction, maintenance, and repair of water'and sewer systems. Also, supervisory or leadworker experience in a field closely re- lated to water and sewer maintenance. Education Graduation from high school, supplemented by several college and/or technical courses related to.mechanical engineering. Knowledge and Abilities Considerable knowledge of the materials, methods, techniques and equip- ment commonly used in the installation, construction, and maintenance of water meters, mains, pumps, motors, and other appurtenances used in municipal water and sewer systems. Knowledge of health standards and safety practices; knowledge of man- agement and supervisory principles; ability to effectively plan, schedule and administer the work of employees in the Water and Sewer Division; ability to read and interpret engineering plans and blueprints; ability to communicate effectively, both orally and in writing; ability to estab- lish good working relationships with the public and those contacted in the course of work.
