A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, REQUESTING CON-
SENT FROM THE COUNTY OF LOS ANGELES TO THE
• FORMATION OF AN ASSESS14ENT DISTRICT PURSUANT
TO THE MUNICIPAL IMPROVEMENT ACT OF 1911.
WHEREAS, the City of West Covina has received petitions
for the establishment of an Improvement Assessment District
from the property owners of the majority of the value and land
area on a private access easement known as Prospero Drive
located northerly of Cameron Avenue and easterly of Barranca
Street; and
WHEREAS, the petitioning property owners desire to change
said private access easement to an improved public street by
way of dedication of right-of-way, construction of curb,
gutters, pavement, drainage devices, sewers, and street light-
• ing; and,
WHEREAS, a parcel of property generally described as a
portion of Lot 6 of Tract 2371 per Map Book 23, Pages 98 and 99
of Official Records, said property also known as 2540 Prospero
Drive, Covina, California, and shown as Parcel 5 on Page 4 in
Book 8482 of the Los Angeles County Assessors Maps, is within
the unincorporated area of the County of Los Angeles and within
the proposed assessment district boundaries; and
WHEREAS, the owner of said parcel of land is one of the
petitioners; and
WHEREAS, the City is desirous of. complying with the
petitions of the property owners through the provisions of the
• Municipal Improvement Act of 1911 by forming Assessment District
80-1; and
WHEREAS, Section 5117 of the State of California Street
and Highways Code requires the consent of the Los Angeles
County Board of Supervisors to the formation of this assessment
• district;
THEREFORE, the City Council of the City of West Covina does
hereby resolve that:
1. The improvement of Prospero Drive to public street
standards will benefit land within the unincorporated area of
the County of Los Angeles; and
2. The Los Angeles County Board of Supervisors is re-
quested to consent to the formation of an assessment district
including a parcel of land in the unincorporated area of the
County of Los Angeles; and
• 3. The Los Angeles County Board of Supervisors will be
requested to consent to the work described in a resolution of
intention and the assumption of jurisdiction thereover at such
time as the resolution of intention is prepared for adoption
by the City Council of the City of West Covina; and
4. The City Clerk is directed to transmit a certified
copy of this resolution to the Los Angeles County Board of
Supervisors.

77 36' 51" West 74.47 feet; thence North 79 11' 13" West 56.88 feet;
• thence North 10 43' 10" West 110.20 feet to a point in the Northerly line
of said Lot 17; thence South 840 30' 00" East along said Northerly of said
