RESOLUTION NO. 5952
A RESOLUTION OF THE CITY COUNCIL OF. THE CITY
OF WEST COVINA, CALIFORNIA AMENDING SECTION
V11 OF RESOLUTION NO. 1277 AND RESCINDING
RESOLUTION NO. 58o6, RELATING TO THE LIST OF
AUTHORIZED POSITIONS AND SALARY RANGES.
The City Council of the City of West Covina does resolve
as follows:
SECTION I.. Section VII of Resolution No. 1277, relating
to the list of authorized positions, salary ranges and -footnotes, is
amended to read as set forth in Appendix "A", attached hereto and by
this reference incorporated herein.
SECTION 2. This resolution shall be effective as of July
1, 1979.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution.

SECTION VII July 1, 1979
FOOTNOTES TO LIST OF AUTHORIZED POSITIONS AND SALARY RANGES
1. A 2 1/.2 percent differential is granted for night shift assignment.
2. Exempt classes (see Personnel Rules and Regulations Municipal Code,
Section No. 2410).
3. When not a requirement in job specification, a half-step pay bonus
will be paid for Engineer -in -Training certificate, and a 1 1/2,step
pay bonus for a California Registered Engineer License.
4. "Apprentice Mechanic" shall advance to.the classification of "Mechanic"
after five years satisfactory service and completion of the qualifying
exam.
5. "Maintenance Worker I" shall advance to the classification of "Maintenance
Worker II" after one year of satisfactory service. "Maintenance Worker
III" level is awarded upon special assignment and when based upon merit
of responsibilities, provided that the appointee has completed at least
one year at the "Maintenance Worker II" level.
6. Deleted per Resolution No. 5878 regarding Secretary position.
7. A one step differential for assignment to Detective for up to 11 Police
Officers and one Sergeant. The differential for the Sergeant shall be
eliminated when the incumbent leaves that position. In addition to the
number of authorized full-time positions of Police Officer, additional
full-time positions, not to exceed four are authorized. Appointments
to the additional positions provided for in this footnote may only be
made with the prior approval of the City Manager.
8. Employees will be compensated at the rate of 1 1/2 times the hourly
rate when assigned work requiring use of climbing spikes.
9. A five percent differential is awarded when an employee is assigned Senior
Communications Operator responsibilities in the absence of an available
Communications Supervisor.
10. Deleted per Resolution No. 5552 regarding Clerk Typist in Police Department.
11. Sworn classified Police employees receive a five percent differential for an
Associate Degree or equivalent and a separate five percent differential for
an advanced P.O.S.T. certificate.
12. Firefighters assigned to paramedic duty by the Fire Department shall receive
a two -range differential (approximately 10.2 percent) for all work performed.
13. Deleted per Resolution No. 5446 regarding Civil Engineer Associate in Water
Department.

15. An employee occupying the Senior Building Inspector position may receive
a differential of from 2 1/2 percent to 10 percent of base salary when
performing "Clerk of the Works" functions for the City above the duties
of the Senior Building Inspector class, and when and for the time period
authorized by the City Manager.
UNIFORM ALLOWANCE
1. Police Officers, Corporals, Sergeants and Lieutenants receive $160 per
.year in uniform allowance and $75 per year in cleaning allowance.
2. All Professional Fire personnel receive $160 per year in uniform allowance.
3. Secretaries, Clerk Stenographers, Police Records Clerks and Account Clerks
assigned to the Police Department receive $100 per year in uniform allowance
when;:uniforms are required.
4. Police Cadets receive $110 per year in uniform allowance. $75 per year in
cleaning allowance deleted in 1976-77 M.O.U.
5. Crossing guards receive $45 per year in uniform allowance.
6. Communications Supervisors and Operators receive $100 per year in uniform
allowance.
