Resolution - 5939RESOLUTION NO. 5939 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA ADOPTING THE 1979 HOUSING ELEMENT, TO THE GEN- ERAL PLAN OF THE CITY OF WEST COVINA, AND CERTIFYING ITS NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT THEREFORE The City Council of the City of West Covina does resolve as fol- lows: WHEREAS, the State Government Code requires cities to have adopted Housing Elements; and WHEREAS, the City Council, upon giving the.required notice, did on the llth day of June 1979 conduct a duly advertised public hearing as prescribed by law to consider said Housing Element; and WHEREAS, studies and investigations by the City Council and Plan- ning Commission or in their behalf reveal the following facts: 1. The subject of housing is of vital importance to the health, safety, morals, and welfare of the residents of this city, for the following reasons: a. Decent housing is an essential motivation force in helping people achieve self-fulfillment in a democratic society. b. Unsanitary, unsafe, overcrowded, or congested dwelling accommodations constitute conditions which cause an increase in and spread of disease. c. A healthy housing market is one in which residents have a choice of housing opportunities and one in which the housing consumer may effectively choose within the free market. d. The Congress of the United States has established, as a national goal, the provision of a decent home and a suitable living environment for every American. 2. There exists within the city a shortage of decent housing available to low and moderate income households, especially the elderly and handicapped, at costs they can afford. 3. The City has formulated a Housing Assistance Plan as a part of its Community Development Program which included an annual goal for hous- ing assistance. 4. The project involves a revision of the City's adopted Housing Ele- ment. The purpose of this revision is to bring the element into conformance with adopted State Guidelines. 5. The policies and implementation measures set forth in the document will not in and of themselves cause any adverse impact on the environ- ment. In addition, at the time of any implementing action occurs a separate initial study and environmental assessment will be conducted. 6. The document itself will not have an impact on encouraging the con- struction of housing in general; but it should have an impact through its implementation on encouraging affordable housing for low and moderate income groups. 7. AND THEREFORE, would not have a significant impact on the environment in accordance with the California Environmental Quality Act of 1970 and the State Guidelines. June 7, 1979 Page Two NOW, THEREFORE, BE IT RESOLVED., that the City Council of the City of West Covina hereby adopts the 1979 Housing Element as a part of the City's • General Plan, and certifies the Negative Declaration of Environmental Impact Report.
