A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA AMENDING THE CLASS
SPECIFICATIONS FOR THE POSITION OF FIRE BATTAL-
ION CHIEF.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to the recommendation of the Personnel
Board:
The class specifications for the class of Fire Battalion
Chief are hereby repealed, and new class specifications for the class
of Fire Battalion Chief, specified as management, at Salary Range
DHR-C, as attached hereto and by this reference incorporated herein,
are hereby adopted.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution.

SALARY RANGE DHR-C
Under general direction, assists in planning, organizing, and enforcing the
general program of the Fire Department; directs and coordinates firefighting,
• fire prevention, and training activities. Work involves responsibility for
planning, organizing and directing the activities of the various fire companies
throughout the City. Work involves considerable responsibility for making deci-
sions regarding action to be taken, independent judgment in the interpretation
of rules, regulations and general policies, and in the application of laws and
ordinances. Supervision is exercised through subordinate supervisors over all
subordinate employees. Work is performed with considerable independence under
the general direction of the Fire Chief, and is reviewed through conferences'and
reports.
Representative Duties
Assists in the planning, organizing, directing, and coordinating the program
and activities of the Fire Department; coordinates and directs personnel,
apparatus, and equipment, engaged in preventing and extinguishing fires and in
the enforcement of fire ordinances and codes; assists in the formulation and
administration of departmental rules, regulations, procedures and policies;
reviews, .analyzes, and briefs administration of the budget; compiles detailed
reports; investigates complaints, periodically inspects uniforms, apparatus,
and equipment; attends meetings and conferences, and may serve in public rela-
tions capacity; responds to emergency call at time required; assumes major respon-
sibility for staff functions and activities of the department, such as departmental
personnel, training, fire prevention, water system, purchasing, supply, budget,
and equipment.
QUALIFICATIONS GLIDE
Training and Experience
64 units in Fire Science and related fields, including 15 mandatory units. An
Associate in Arts degree in Fire Science is desirable; and considerable fire
suppression and prevention experience in a governmental agency including at least
two years of which shall have been as a regular Fire Captain.
Experience may be substituted for non -mandatory college units as follows: 4 units
per year at."E" step Captain, to a maximum of 32 units.
Knowledges and Abilities
Thorough knowledge of: modern fire fighting and rescue principles, techniques,
and equipment, including tactics, pump operation, ventilation, salvage, operation
and maintenance of special equipment, and new developments in all phases of fire
suppression work in metropolitan fire departments; of local geography and water
supply system, local hazards in the City, and the conditions related to fire
control of major buildings, including such factors as presence of fire equipment,
heights, shafts, basements, general construction, and other building components;

of the fire alarm system, its operation and current condition; of first aid
methods and instruction; of elementary science, including physics and chemistry
as applied to .the fire service; of the principles and practices involved in train-
ing fire department personnel; of municipal purchasing and budgeting and of
general management techniques.
Ability to: secure leadership.authority, direct forcefully and with respect,
and to maintain discipline and morale; to instruct and train firefighters in
proper work methods and techniques and in the use of fire apparatus and equip-
ment; to react quickly, calmly, and efficiently in cases of emergency; to
express ideas clearly and concisely, orally and in writing; to utilize tact and
diplomacy in offering information and maintain cooperative working relations
with other employees and the general public.

A valid California Motor Vehicle Operator's.License
A valid Advanced First Aid Card, issued by the American.Red Cross
Must qualify for Radiological Meter Operator's Certificate
